Online vendors of “registered SIM cards” are warned by DICT about their legal responsibility.

On Tuesday, the Department of Communications and Information Technology (DICT) in Central Visayas issued a warning to Facebook-based online dealers of subscriber identity module (SIM) cards who were selling “already-registered” SIM cards about their potential legal obligations.

The “Marketplace” is a Facebook subgroup where various goods are sold, and according to Frederick Amores, regional director of DICT, their office in Cebu has received reports regarding people selling SIM cards there.

We have heard that some consumers have chosen to purchase SIM cards that have already been registered. In fact, I’ve heard rumors that it’s turned into a black market operation,” Amores told reporters outside this city’s Fiestartup 2023 press conference.

He claimed that vendors who registered the SIM in their names had to know their responsibility as the SIM’s owner.

According to him, registered owners of SIM cards involved in illegal transactions and activities risk being held accountable at all times.

He advised customers to purchase their SIM cards from reputable merchants whose salespeople might help with the registration under the purchaser’s name.

Amores reported that after the DICT stated on April 27 that President Ferdinand R. Marcos Jr. had approved a 90-day extension, more subscribers had been seen registering their prepaid SIM cards.

“We anticipate that by the time the extension expires, we will have a larger number of SIM registered. This, I believe, will be the last extension. This cannot be extended any; further, he said, urging customers to register their SIM cards immediately rather than waiting for the extension to expire.

According to Republic Act No. 11934, often known as the SIM Card Law or SIM Registration Act, all SIM cards must be registered before activation.
