It is encouraged for motorcycle-for-hire drivers, locally referred to as “habal-habal,” to sign up with approved ride-hailing companies so they may take part in training and get ready for when the government regulates their business.

Director of LTFRB 7 (Central Visayas), Eduardo Montealto Jr., announced that the Motorcycle-Taxi Technical Working Group (MT-TWG) would shortly publish the approved regulation governing two-wheel vehicles used for hire.

In an interview with the Philippine News Agency (PNA) on Thursday, Montealto said, “I am very grateful to the national government and to the MT-TWG for working hard to craft a regulatory policy so that we can have a clear-cut rule covering motorcycles to be used to convey passengers.”

While Congress has not yet amended Republic Act 4136, the Land Transportation and Traffic Code, which only permits vehicles with four wheels and up for public transportation, the TWG is working on an administrative regulation.

According to him, only three licensed “habal-habal” app operators, Angkas, Joyride, and Move It, are available in Cebu.

According to Montealto, the government recognizes the necessity of securing each and every traveler who chose to use a motorcycle over a contemporary vehicle or a cab.

Local government units in Central Visayas would be tasked with helping the agency get “habal-habal” riders in their respective communities registered with an authorized operator after the TWG approves the regulations for the motorcycle taxi.

“The passengers must be secured. Because many “habal-habal” units do not now belong to an accredited operator, insurance plans do not currently cover them. Only those with accreditation are covered,” he stated.

Montealto, however, praised Angkas for continuing to provide motorcycle driver training and seminars for their riders.
