BI: To digitize and enhance services, new immigration legislation is required.
On Tuesday, the Bureau of Immigration (BI) emphasized the importance of passing the BI modernization bill into law in order to digitize further and enhance its services.
The BI stated this following the House of Representatives third and final reading approval of House Bill No. 8203, also known as the proposed BI Modernisation Act.
Melvin Mabulac, a BI deputy spokesperson, stated during the Laging Handa public briefing that the current immigration law has been in place since the 1940s.
“It is very talagang lumang-luma. In the present, siya na po angkop sa pangangailangan at sa means of transportation. This immigration regulation is outdated and must be followed to the letter by the country’s citizens. It is no longer relevant to modern needs and forms of transportation. A new immigration law that will serve to direct and address the requirements of [current] times is crucial, he said.
Mabulac asserted that the bill is essential to ensuring the BI can comply with the administration’s aspirations to digitize government operations and services.
He continued, “This is also in line with the President’s order wherein we are trying to digitalize our system to streamline services to our fellow Filipinos and clients” (This is also in line with the President’s order wherein we are trying to digitalize our system to streamline services to our fellow Filipinos and clients).
Less staff intervention is anticipated with the modernization of the immigration system, according to Mabulac, which also means less opportunity for corruption.
In addition, he emphasized the importance of establishing an Immigration Trust Fund under the proposed bill, which would include funding for the use of high-end technology to provide a more smooth and secure service at the nation’s borders.
In addition to modernization, the bill’s passage would provide immigration staff with regular, stable jobs, higher pay grades, and benefits.
In the interim, the BI is strengthening border security to guarantee public health and safety at home.
“We’re going to install more e-gates. The advanced camera and biometric are also being fixed, and we are simply enhancing it, Mabulac stated in a combination of English and Filipino.
