πŸš‚ Bill Proposing Regulatory Body for Railway Industry Gains Support πŸ“œ

House Deputy Minority Leader and Bagong Henerasyon Representative Bernadette Herrera urged her fellow lawmakers on Monday to pass a bill that would establish a single and unified regulatory body for the railway industry in the country.

Highlighting the fragmented regulatory functions in the railway sector, Herrera emphasized the need for immediate action. She pointed out that the absence of a unified regulatory body has led to inconsistencies in policies and standards across different railway operations, causing dissatisfaction among the commuting public.

To address this issue, Herrera filed House Bill (HB) 8510 on June 1, advocating for the creation of the Railways Industry Authority of the Philippines (RIAP) and defining its powers, functions, and structure.

“The proposed body would be responsible for regulating the Philippine Railway Industry and would contribute to the efficient and effective management of the national railway system,” Herrera explained.

According to the bill, RIAP would serve as the central regulatory authority for the railway industry, aiming to rationalize and streamline regulatory functions. It would operate as an attached agency of the Department of Transportation for policy and program coordination. However, RIAP would have its own Rail Industry Board and a dedicated team of administrative officials and personnel for independent governance and management.

The RIAP’s responsibilities would encompass issuing and revoking certifications for entities involved in various stages of railway projects, including planning, development, construction, testing, operations, and decommissioning.

Additionally, the bill mandates RIAP to administer and enforce railway-related regulatory requirements specified in relevant statutes. It would also establish unified metrics and key performance indicators to ensure consistent standards across the industry.

With the establishment of RIAP, the government aims to enhance the oversight and regulation of the railway sector, ultimately improving the quality and reliability of railway services in the country. πŸ›€οΈπŸš†
