PBBM Enacts New Agrarian Emancipation Law to Free Farmers from Debt 💼🌾

President Ferdinand R. Marcos Jr. signed the New Agrarian Emancipation Bill into law on Friday, legislation sponsored by Malacañang aimed at liberating farmer-beneficiaries of the government’s agrarian reform program from debt.

During the signing ceremony held at the Kalayaan Hall of Malacañan Palace in Manila, Marcos emphasized his commitment to continuing the Agrarian Reform Program, stating that the beneficiaries deserve nothing less. He stressed the importance of genuine agrarian emancipation beyond land distribution and called for broadening credit facilities and support services for farmers.

The New Agrarian Emancipation Act forgives all loans, including interests, penalties, and surcharges incurred by agrarian reform beneficiaries (ARBs) from the lands awarded to them under Presidential Decree 27, Republic Act 6657, and Republic Act 9700. These laws govern the emancipation of tenants, comprehensive agrarian reform, and the acquisition and distribution of agricultural lands under the Comprehensive Agrarian Reform Program (CARP).

Under the previous agrarian laws, ARBs were required to make annual amortization payments for the lands they received, with a maximum repayment period of 30 years.

Marcos vowed to address farmers’ concerns by improving the efficiency of agrarian case resolution systems, ensuring faster outcomes. He also reaffirmed his commitment to revitalizing the agricultural industry to attract and train a new generation of young farmers who will contribute to a modernized and profitable agriculture sector that supports sustainable rural development.

In addition to signing the law, Marcos led the ceremonial awarding of titles to ARBs at Malacañan Palace’s Heroes Hall. The Department of Agrarian Reform (DAR) distributed 32,441 land titles covering 39,269 hectares to around 27,132 ARBs nationwide. This milestone reflects the government’s dedication to supporting farmers and fulfilling its promise to condone their unpaid debt.

Under the newly enacted law, ARBs will be included in the Registry System for Basic Sectors in Agriculture of the Department of Agriculture (DA), chaired by Marcos. This inclusion grants them access to the support services provided by the DA and other government agencies.

Within 60 days of the law’s effectivity, the Department of Agrarian Reform, in coordination with the Executive Committee of the Presidential Agrarian Reform Council, will issue rules and regulations to ensure the effective implementation of the New Agrarian Emancipation Act.

The enactment of this law is a significant step toward empowering farmers and recognizing their vital role as providers of sustenance for the nation. It is a testament to Marcos’ commitment to creating a future where Filipino farmers and their families can thrive, free from hunger and fear.
