AEDs are portable life-saving devices that, when used with cardiopulmonary resuscitation (CPR), can increase the survival rate of cardiac arrest patients by 30 percent. Dr. Lim suggested that LGUs could enact ordinances requiring establishments to own AEDs. Furthermore, LGUs could establish local registries for diseases such as hypertension, diabetes, and other conditions contributing to heart problems to monitor patients and effectively reduce mortality rates. The PHA has been advocating for the passage of the Automated External Defibrillator Bill, which aims to facilitate the public deployment of AEDs to enhance emergency response to cardiac arrest situations. Dr. Ronald Cuyco, the national president of the PHA, stated that once the bill becomes law, the mandatory placement of AEDs in strategic public locations would be enforced, enabling communities to save the lives of cardiac arrest patients through the use of AED devices. Lawmakers have filed various versions of the AED bill between 2016 and 2022. In 2022, Senator Lito Lapid filed Senate Bill No. 2474, proposing the placement of AEDs in public spaces such as government buildings, offices, courts, schools, public parks, and markets. AEDs are user-friendly devices that can analyze the heart’s rhythm and, if necessary, deliver an electrical shock or defibrillation to restore an effective heart rhythm. Immediate treatment for sudden cardiac arrest (SCA) involves CPR and an AED.
