Unvaccinated people who obeyed the stay at home order: DILG

Interior Secretary Eduardo Ano stated on Monday that unvaccinated people are largely following the government’s directive to limit their movements in order to avoid the spread of the coronavirus illness 2019 (Covid-19).

In his virtual report to President Rodrigo R. Duterte at his Talk to the People briefing, Ano said in Filipino, “At the moment, we perceive that our countrymen are following the regulations.”

Arrests, on the other hand, are only a last step for recalcitrant and disruptive unvaccinated individuals who refuse to return home, according to the DILG chief.

Unvaccinated people are required to stay in their homes at all times, except for the purchase of vital commodities and services such as food, water, medical services, public utilities, and work, according to a Metropolitan Manila Development Authority (MMDA) resolution.

“The Department has issued an order to mayors and barangay heads to further identify who has been vaccinated in their areas and barangays, as well as when those who have not been vaccinated can be watched and advised to remain in their homes,” according to the statement. “With the cooperation of the Sanggunian, we hope that our LGUs will be able to draft regulations that will serve as a guide for barangay and municipal or city officials in implementing this instruction,” the DILG head added.

In light of the significant surge in Covid-19 cases thought to be caused by the highly transmissible Omicron strain, checkpoints were built to restrict the mobility of unvaccinated people, he said.

“The memorandum circular also mobilizes the Philippine National Police to assist the local administration in this attempt,” reads the circular. Those who have not been vaccinated are sent home, and if they refuse to comply, we will be compelled to arrest some of those who refuse to comply,” he added.

While more people have been arrested for not wearing face masks, physical distance laws have been broken by fewer people.

32,559 of the 45,234 face mask rule violations were issued warnings; 6,030 were penalized; 3,300 were ordered to perform community service; 165 were submitted to inquest procedures, and 3,180 were subjected to the normal filing process.

The 108 people who broke the rules about mass gatherings were only given warnings.

Physical distance violations resulted in 17,985 of the 19,423 violators receiving warnings, 329 receiving fines, 903 doing community service, and 206 being arrested.

They are known as “quarantine control posts” because the checkpoints are positioned along the province and city borders.

Ano said there are 80 quarantine control locations in the NCR Plus, which covers Metro Manila, Bulacan, Rizal, Laguna, and Cavite, and 807 countrywide.

According to Ano, there are 128 law enforcement checkpoints in the NCR Plus and 716 across the country.

“These checks enforce orderliness and anti-criminality measures, including the weapons ban,” Ano stated.

He added that 11 NCR Plus “special control points” and 81 in other regions of the country ensure that delivery and cargo vehicles carrying goods can transit freely even if granular lockdowns are implemented in areas under different alert levels.

Ano said 63 areas are under granular lockdowns across the eight cities and municipalities and 50 barangays, with 53 of them in Metro Manila, affecting 115 houses and 326 people.

Meanwhile, Ano added that 748 Philippine National Police officers were stationed in quarantine hotels approved by the Departments of Tourism, Quarantine, and Health.

“We were also able to set up 247 help desks in 270 hotels throughout Metro Manila,” he added.

According to Ano, 18,562 returning abroad Filipinos are currently residing in quarantine hotels.

Because of the high Covid-19 positive rate in Metro Manila, Ano said the DILG has asked local government units to adopt telemedicine services for public hospitals to the fullest extent possible.

He also recommended people with minor Covid-19 symptoms take advantage of home isolation and treatment programs to avoid overburdening the hospital system.
