In the midst of the current pandemic, a Civil Service Commission (CSC) official warned government institutions to look after their employees’ safety and security.

CSC Commissioner Aileen Lizada said in a televised public briefing that government agencies must follow the guidelines set forth by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases regarding the reduction of the onsite workforce while Alert Level 3 is in effect in their areas.

Approximately 161 government personnel have tested positive for Covid-19 so far.

Government agencies can use their finances to implement health procedures at no cost to their employees under DBM No. 2020-14, which was issued by the Department of Budget and Management.

“Puwede ho tayong gumawa ng home care Covid kit para sa ating mga empleyado, kunin natin sa MOOE [maintenance and other operating costs], kunin natin sa MOOE [maintenance and other operating expenses].” Allowable naman po, mayroon naman (From our MOOE, we can make Covid kits for our staff.) According to the DBM circular, this is permissible,” Lizada stated.

She stated that providing Covid-19 home care kits to government personnel will “de-clog the health centers” used by the general populace.

Alternative work arrangements must be created for government entities in areas under Alert Level 2, according to Lizada.

“We talked about staff reductions, but it doesn’t mention federal employee shutdowns,” she explained. “We must continue to serve the public, but we must also protect our government employees,” says the official.
