The House of Representatives passed a bill on second reading on Wednesday guaranteeing public, private, and barangay health workers mandatory continuous benefits during the coronavirus disease (Covid-19) pandemic and other future public health emergencies.

House Bill 10701, which aims to promote the welfare of health workers by providing necessary benefits with the highest efficiency, especially during a national public health emergency, was passed by voice vote in the parliament.

Every month of duty during the state of a public health emergency, all health workers will earn a special risk allowance (SRA).

The amount will be determined according to the risk exposure classification: those deployed in “low-risk areas” will receive at least PHP3,000, those deployed in “medium risk areas” would receive at least PHP6,000, and those deployed in “high-risk areas” will receive at least PHP9,000.

During a state of a public health emergency, the bill provides compensation to covered health workers who get Covid-19 or any other sickness or ailment while on the job.

In the event of death, the covered people’s heirs will get PHP1 million.

In the event of sickness, the covered individuals will receive PHP100,000 for a severe or critical case and PHP15,000 for a mild or moderate case.

Health professionals admitted to a hospital with confirmed Covid-19 infection, as well as any other disease declared a public health emergency, will be covered in full by the Philippine Health Insurance Corporation (PhilHealth).

PhilHealth will fully cover mandatory testing of health workers every 15 days or as often as necessary.
