
CA confirms Lipana’s appointment as COA commissioner.
The Commission on Appointments (CA) approved Mario Lipana’s appointment as a commissioner of the Commission on Audit on Wednesday (COA).
Lipana, who has worked for the state audit authority for nearly four decades, received endorsements from a number of senators, including Senators Cynthia Villar and Joel Villanueva, who attested to his ability and qualifications prior to the CA’s plenary session.
Lipana, a native of San Ildefonso, Bulacan, promised the COA “effective and inventive answers to the pandemic’s difficulties.”
He will serve as Commissioner of the COA until February 2, 2027, succeeding Jose Fabia, whose term ended in February 2020.
Lipana has been working as the COA Region 4-A (Calabarzon) officer in charge-director and concurrently as the COA’s Intelligence and Confidential Fund Audit Office head.
Senators Franklin Drilon and Panfilo Lacson pressed Lipana to promise to turn over records related to the government’s contracts with Pharmally Pharmaceutical Corp. as soon as possible during the committee hearings.
COA chair Michael Aguinaldo, who was virtually present at the confirmation hearing, assured that a targeted review of transactions under investigation by the Senate is underway and that it is through a “quality assurance procedure.”
On Wednesday, the CA also authorized the appointment of 17 Philippine Armed Forces officials.

Even though its membership is drawn exclusively from both chambers of Congress, the CA is an independent body distinct from the legislature under the Constitution.
Regular appointments are made in accordance with the Constitution, and begin with the President’s nomination of a nominee to the CA, which may or may not provide its permission.
After the CA has given its approval to a nomination, the President appoints the officer, who may then take the oath of office.
