For calm and orderly elections, the AFP and PNP collaborate with diverse sectors.

The Philippine Armed Forces and the Philippine National Police (PNP) have teamed up with the Commission on Elections (Comelec) and other stakeholders to guarantee that local and national elections on May 9 are peaceful and orderly.

“The event this morning shows the solidarity of the Comelec, PNP, and AFP, as well as all sectors of society, in each other’s aspirations to truly ensure that we have a secured, accurate, and fair election this coming May,” said AFP chief Gen. Andres Centino during the launch of the ‘Kasimbayanan’ advocacy for the 2022 elections in Camp Crame, Quezon City, on Thursday morning.

Apart from the military and police, representatives from the Comelec, Philippine Coast Guard, Department of Information and Communications Technology, poll watchdogs such as the National Movement for Free Elections (Namfrel) and the Parish Pastoral Council for Responsible Voting (PPCRV), as well as religious and community leaders, signed a peace covenant to ensure that the people’s “sovereign will” prevails in the polls.

Centino stated in January that the Comelec, PNP, and AFP have been working closely together to ensure that appropriate forces are posted in areas where there may be possible problems on election day.

“So pinag uusapan na natin yan (that is now being discussed) and, in fact, the AFP has been supplying sufficient and necessary forces to cooperate with the PNP in order to magkaroon ng mga (to put up) checkpoints if ever needed sa isang lugar (there is a need in a particular locality) Of course, we have other responsibilities, but because the upcoming elections are so essential to all of us (and because this election is so crucial to all of us), we are mobilizing adequate forces “Added he.

Private armed groups (PAGs) are being tackled, according to Centino, by the deployment of suitable forces in collaboration with the PNP.

Meanwhile, Putin has refused to say how many military forces will be deployed to secure the May elections, saying that information will be disclosed “in due time.”

The military, according to Centino, is also dealing with security risks posed by communist terrorist groups (CTGs) and local terrorist groups (LTGs), which may disrupt elections through intimidation, harassment, vote buying, and their permit-to-win and permit-to-campaign schemes.

He also voiced optimism that the country’s communist insurgency will be dealt with soon.

“We just finished our AFP command conference with the PNP. We are certain that when the President’s tenure draws to a close, ay ma-address natin ang problema ng (we will deal the insurgency problem). We are making progress in destroying guerilla fronts, cleansing influenced barangays, and neutralizing key CPP-NPA (Communist Party of the Philippines-New People’s Army) officials “Added he.

Meanwhile, PNP chief Gen. Dionardo Carlos claimed the exercise was planned to take place in early January but had to be postponed because he and Centino both acquired coronavirus sickness in 2019.

Carlos also stated that all efforts are now being made to ensure a secure and peaceful election.

“As a result, kasama po kami bilang deputized agency ng Comelec, we would always follow Comelec directives. At the same time, yung coordination namin ng AFP at sa Coast Guard doon sa assignment given to us by the Comelec, and of course, the overarching direction of President Rodrigo R. Duterte (We are a deputized agency by the Comelec, and we will always follow the Comelec’s directive.) At the same time, we shall collaborate with the AFP and the Coast Guard on the tasks assigned to us by the Comelec, as well as President Rodrigo R. Duterte’s overall directives) “Added he.

Carlos stated that staff allocated to national and regional headquarters will be deployed in regions where they have voter registration.

“We will include personnel from the NHQ (National Headquarters) in the regional headquarters at ibaba namin sila kung saan sila botante, per ang aking instruction yung amin pong deployment for (and as part of my deployment instructions for) the election (and we will deploy them in the areas that they are registered voters). This is in contrast to previous deployments, which only included the RSSF (Reactionary Standby Support Force) “Added he.

Police personnel will be dispatched to their districts 10 days before the elections, according to Carlos.

“As a result, we will have additional police officers on the ground. Because we have already forward deployed our men in the headquarters and regional headquarters, we will have a larger QRF (Quick Reaction Force) and a smaller RSSF “The PNP commander went on to say more.
