DHSUD is ramping up its post-disaster shelter response program.

The Philippine housing sector’s “primary thrust” this year is to advocate for a more efficient Post-Disaster Shelter Recovery Policy Framework (PDSF), which will help disaster-affected Filipinos more effectively.

Secretary Eduardo del Rosario of the Department of Human Settlements and Urban Development (DHSUD) emphasized the need for key shelter agencies (KSAs) in implementing a more successful post-disaster shelter recovery program.

Del Rosario has noted multiple calamities that have impeded the DSHUD’s operations around the country for the previous two years.

“While we are still recovering from the pandemic’s extraordinary impact, the Taal Volcano will erupt in 2020, and many terrible typhoons will batter the country, including Typhoons Ulysses, Rolly, and Quinta.” We were slowly recovering last year and adjusting to the new normal when, in December, another disaster struck: Typhoon Odette, which wreaked havoc on major cities and tourist destinations in the south, destroying far more homes than Super Typhoon Yolanda,” del Rosario said at a recent National Human Settlements and Urban Development Coordinating Committee (NHSUDCC) meeting.

The PDSF, which was co-created by DHSUD’s Public Housing and Settlement Service and the World Bank (WB), needs to be enhanced to ensure that KSAs and other government agencies are utilizing a consistent strategy when supporting disaster-affected areas.

The purpose of the PDSF is to support the country’s overall housing development and finance plans and goals.

Del Rosario believes the PDSF can also help with bigger social and economic development goals, such as future disaster risk reduction, livelihood restoration, and poverty reduction.

It also acts as a method for administering shelter rehabilitation programs and identifying activities that will improve the country’s management and readiness for future recovery efforts.

Every year, the DHSUD and Washington-based multi-lender institutes will reconstruct roughly 300,000 housing units that have been damaged by natural or man-made disasters, according to PDSF policy.

Del Rosario previously stated the importance of enhancing collaboration and synchronizing efforts among key players and stakeholders in the housing sector in order to expedite the delivery of services to disaster-affected families, particularly those whose homes have been destroyed due to unforeseen disasters.

“Let us draw lessons from our experience in previous catastrophes as we implement our programs,” he said. “Let us not repeat past mistakes, but innovate to speed the delivery of better quality housing services for calamity victims.”

Del Rosario underlined the importance of expanding efficient land use and urban planning development, especially in a disaster-prone country like the Philippines, to reduce calamities.

“It is now our responsibility as the lead agency in land use and urban planning and management to guide and manage future developments to ensure resilience and sustainability through proper coordination with other government agencies, local government units, and other stakeholders,” del Rosario said.

In order to provide better housing services for calamity victims, the DHSUD’s regional offices were tasked with updating their separate Comprehensive Land Use Plans and Local Shelter Plans in collaboration with local LGUs across the country.
