In Pampanga town, a P50 million multi-purpose evacuation center would be built.

As part of the government’s long-term approach to climate change, a PHP50 million multi-purpose evacuation center would be built in Barangay Sta. Catalina here.

On Thursday, Andrea Domingo, chair and CEO of the Philippine Amusement and Gaming Corporation (Pagcor), along with Rep. Juan Miguel Arroyo of the province’s 2nd district, former President Gloria Macapagal Arroyo, Governor Dennis Pineda, Vice Governor Lilia Pineda, and Lubao Mayor Esmeralda Pineda, led the groundbreaking ceremony for the facility that will benefit residents of coastal villages.

During the event, Domingo personally handed over a PHP50-million check to the Lubao local government unit, which will be used to support the construction of the two-story building, which would be the province’s sixth of its sort.

The structure will be added to the 24-hectare government property, which already houses regional and provincial evacuation locations, a coronavirus disease (Covid-19) isolation facility, municipal material recovery facility, and the Lubao Bamboo Hub and Ecopark.

Residents in the coastal barangays of Sta. Tereza II (Lambiki), Bancal Pugad, and Bancal Sinubli, whose shortest access to the town proper is via the Porac-Gumain River, which runs beside the Lubao Bamboo Hub, will benefit from the new structure, according to Mayor Pineda.

“This initiative will assist even more barangays in the Second District [of Pampanga],” the mayor stated at the event.

Governor Pineda, who spearheaded the bamboo hub complex project when he was mayor of Lubao, has directed the municipal government to conduct a lined-canal study in the area in front of future developments.

The Arroyo mother and son duo, on the other hand, petitioned Pagcor for further funding for projects that would support the first PHP50-million structure.

Pampanga has always been one of Domingo’s top goals in the Pagcor’s push under the Duterte administration’s “Build. Build. Build” initiative, she said in her speech.

Pagcor is now supporting the PHP500 million OFW Hospital in Pampanga, which the gambling company will also outfit with PHP200 million in equipment.

Domingo is a Pampanga native who also served as commissioner of the Bureau of Immigration under the Arroyo presidency.
