The Senate passed the PHP5.024 trillion national budget for 2022 on third and final reading on Wednesday, including PHP10.8 billion for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

The NTF-ELCAC funding for its grass-roots campaign to combat the decades-long communist insurgency was the final item on the floor before senators adopted the 2022 General Appropriations Bill by a vote of 22-0.

Senator Ronald “Bato” dela Rosa requested the committee to reconsider its decision to cut the NTF-budget ELCAC’s from PHP24 billion to merely PHP4 billion.

Senator Juan Edgardo “Sonny” Angara announced that the NTF-ELCAC budget has been increased to PHP10 billion, with additional changes possible during the bicameral meeting with the House of Representatives.

“Perhaps even in the bicam, we can strive to get higher ang mahirap dito maghanap ng pondo ng source,” Angara remarked.

“I believe the program should be given a chance,” Angara said. “I believe the war for the hearts and minds of our people living in former rebel areas is very vital.”

Angara made the remark in response to dela Rosa’s request that the NTF-original ELCAC’s planned budget be reconsidered.

“I call to my colleagues’ hearts to give more thought in order to put an end to this decades-long insurgency,” dela Rosa added.

According to Dela Rosa, a former Philippine National Police head, the country’s insurgency problem could resurface if fiscal help is not provided.

“Walang ibang makikinabang sa desisyon nating ito kundi ang mga Communist terrorist outfit at the expense of our kababayans na higit na nangangailangang maramdaman ang ating gobyerno,” he remarked.
