For inbound foreign nationals, the IATF releases ‘updated’ protocols.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) announced “revised” recommendations on admission, testing, and quarantine protocols for foreign nationals on Thursday, according to Malacanang.

The IATF changed the admission, testing, and quarantine processes for “foreign nationals arriving from abroad” under specific provisions included in IATF Resolution No. 160-B, dated February 3, according to Cabinet Secretary Karlo Nograles, who is also acting presidential spokesperson.

Foreign spouses and/or children of Filipino citizens and former Filipino citizens with balikbayan privilege, as well as their foreign spouses and/or children who are not balikbayans and are traveling with them to the Philippines, “shall no longer be required to have return tickets, not later than 30 days from date of arrival in the Philippines,” according to the updated guidelines.

“So ito po ang exemption sa requirement na kailangan ng (this is the exemption from the requirement that they have) valid tickets for their return voyage to the port of origin or next port of destination not later than 30 days from the date of arrival,” Nograles explained.

Meanwhile, under Executive Order 408 (series of 1960), as amended, the Philippines allows foreign nationals from visa-free countries to enter the country with an entry exemption document issued under existing IATF rules and regulations if they intend to stay for more than 30 days for reasons other than tourism or leisure.

Foreign spouses and children of Filipino citizens who are not nationals of EO 408 countries, whether or not traveling with said Filipino citizen, or who came from visa-required countries, or who are restricted foreign nationals, may enter the country without a visa exemption document if they have been issued a 9(a) visa (temporary visitor’s visa) with the appropriate visa notation.

According to Nograles, all of the above foreign persons must be completely vaccinated and have acceptable proof of vaccination, with the exception of minor children under the age of 12 traveling with fully vaccinated parents.

A negative reverse transcription-polymerase chain reaction (RT-PCR) test must be presented within 48 hours of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines, excluding layovers.

“During such a layover, they must not have left the airport premises or been permitted into another nation,” Nograles noted.

A facility-based quarantine is no longer required, but they must self-monitor for seven days after their arrival for any sign or symptom.

They must, however, notify the local government unit (LGU) of their destination if they experience any Covid-19 symptoms.

Violators are subjected to a facility-based quarantine until their negative RT-PCR test results are released on the fifth day, followed by a home quarantine until the fourteenth day, beginning on the first day of their arrival.

The destination LGUs and their separate Barangay Health Emergency Response Teams are in charge of keeping an eye on those arriving travelers who are subjected to home quarantine.
