MANILA, Philippines — Despite this year’s national and municipal elections, the government’s counter-insurgency Barangay Development Program (BDP) will continue.

Monico Batle, director of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), claimed the anti-insurgency group has applied for an exemption from the Commission on Elections (Comelec) Resolution No. 10747, which prohibits public spending.

From March 25 until May 8, the Comelec resolution restricts the release, payment, or use of public funds, as well as the construction of public works.

He also stated that President Rodrigo Roa Duterte’s administration is already planning for the anti-insurgency projects and programs to continue once the next government takes office on June 30.

The Department of the Interior and Local Government will be in charge of tasking for the BDP, according to Batle (DILG).

He further stated that processes for monitoring, assessments and evaluations have been put in place to ensure that all initiatives and activities at the barangay level are carried out properly.

The NTF-ELCAC has moved in response to the demands of various conflict-affected communities who have benefited from anti-insurgency programs such as the BDP and the Enhanced Comprehensive Local Integration Program (E-CLIP), the task force’s whole-of-government approach to addressing development and security issues affecting former rebels and indigenous peoples living in communist-infiltrated areas.

The NTF-ELCAC and its regional counterparts have been implementing the BDP, which aims to deliver various government projects to about 1,406 barangays across the country that have been identified as conflict-affected and geographically isolated villages that have been “cleared” of communist rebel influence.

Farm-to-market roads, classrooms, water and sanitation systems, health stations, and livelihood initiatives are all available to each barangay for a total of PHP20 million.
