With at least 95% of Marawi’s rehabilitation completed, PRRD will stand down.
By June, Task Force Bangon Marawi (TFBM) will have completed at least 95 percent of Marawi City’s recovery initiatives from the 2017 siege.
Formerly displaced households living in the most impacted (MAA) or “ground-zero,” according to TFBM chief and housing czar Secretary Eduardo del Rosario, are now experiencing normalcy.
“I can say that 2021 has been a productive year for TFBM, the Marawi City local government, and especially for our Maranaw brothers and sisters who are currently experiencing the early fruits of the continuing reconstruction,” Del Rosario said in a statement.
The TFBM has finished roughly 85 percent of significant restoration works as of the first week of December 2021, while the balance of the infrastructure projects is nearing completion.
“I am confident that we will complete at least 95 percent of all important infrastructure projects by June 2022,” Del Rosario said. “I can guarantee everyone that the few remaining projects will be completed because they are already funded and ready for implementation by the respective agencies.”
TFBM projects passed construction standards and were completed on time despite problems like as adverse weather and the Covid-19 pandemic.
Aside from the 56 implementing agencies, TFBM enlisted the help of civil society organizations (CSOs) to serve as the government’s third-party monitoring group, allowing them to inspect the projects on a regular basis.
CSOs in Lanao del Sur have expressed their gratitude for the rehabilitation initiatives on numerous occasions.
Projects of strategic importance
TFBM has restored three key bridges and opened more than 20 kilometers of trans central routes since beginning full throttle in July 2020, when the pandemic was just getting started.
Construction of the Community Police Action Center, fire substation, maritime outpost, Barangay Rorogagus Health Station with medical supplies, central police station, and a solar power irrigation system was also constructed as part of the MAA.
Six village complexes with a health center and madrasah (school) were also completed in the first quarter of 2022, with 18 more similar projects expected to be operational in the first quarter of 2023.
The repair of the renowned Grand Mosque, which was a critical component in people’s social recovery, was completed in October and turned over to its administrators on December 2.
The Grand Mosque, also known as the Islamic Center by locals, is the country’s largest venue of Islamic worship, with a floor space of 9,484 square meters and a capacity for 20,000 worshippers.
Four-story school buildings, Rizal Park, Traffic Command Center, the mall-like Grand Padian Market with an ice plant, Marawi Museum, School of Living Traditions, Marawi City Jail, and Marawi Command Center are among the public amenities and infrastructure projects nearing completion.
The Sarimanok Sports Stadium, Lake Lanao Promenade, and Marawi City Convention Center are all now under construction.
Gradually but steadily
More displaced families in the 24 most destroyed barangays began repairing or remodeling their homes in the new year, according to Del Rosario.
“We hope that hundreds, if not thousands, of people will be able to start building or repairing their homes by January 2022,” he said, as the local administration pledged to speed up the issuance of building licenses to roughly 1,500 MAA residents.
Residents’ safety is ensured by the debris management and bomb excavation teams, who aid in resolving concerns about land ownership.
So far, the TFBM has permitted displaced families from Sectors 1 to 3, which comprise three villages within MAA, to come home and rebuild their homes, with those from Sectors 4 to 9 to follow.
Residents will receive 5 million liters of potable water per day from a treatment plant.
Agents of change
President Rodrigo Duterte personally led the commemoration of Marawi’s liberation on the fourth anniversary in October 2021.
He praised the TFBM for its continuous dedication to restoring the Islamic city’s glory.
“We commemorate this momentous anniversary by enabling the rays of hope to illuminate the darkness that once engulfed Marawi. In his statement, Duterte added, “I salute and commend Task Force Bangon Marawi, as well as local leaders and other partners, for working together to reconstruct the city.”
The TFBM and its partner agencies, according to the President, have been resolute in helping displaced people rebuild their lives, as well as restoring damaged homes and reviving disrupted socio-economic activity.
President Duterte remarked, “You have stayed faithful to your pledge as agents of progress and catalysts for change.”
Del Rosario promised that the TFBM would complete its mission of rehabilitating Marawi.
“I want Marawi to be a catalyst for long-term prosperity and development, a model of good administration, and a source of permanent peace,” del Rosario added.
Under Administrative Order No. 3, the TFBM was established on June 28, 2017, to facilitate coordination and convergence among national agencies and local government units, as well as to assist displaced families in their recovery.
