Under Level 1 orders, government offices must have 100 percent on-site labor.

MANILA โ€“ Malacanang has issued a memorandum circular instructing all government agencies and instrumentalities to stay functioning regardless of the area’s Covid-19 warning level.

Cabinet Secretary Karlo Nograles stated in Memorandum Circular No. 96 issued by the Office of the President that all government agencies and instrumentalities under Alert Level 1 “must adhere to 100 percent on-site workforce.”

In a statement, Nograles stated, “This issuance is compatible with the de-escalation of certain places in the country to Alert Level 1 and the introduction of an updated Alert Level System Guidelines.”

The National Capital Region and 38 additional locations were placed on Alert Level 1 by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) on Sunday.

The IATF stated that there are no restrictions on indoor and outdoor capacities at Alert Level 1. Everyone, regardless of age or comorbidities, can travel intrazonally and interzonally.

All establishments, people, or activities are also permitted to operate, work, or engage in activities up to the total on-site or venue seating capacity, as long as they meet minimal public health standards.

According to the MC 96, all agencies and instrumentalities must have at least 80 percent on-site workforce under Alert Level 2, 60 percent under Alert Level 3, and at least 40 percent on-site workforce under Alert Level 4.

Unless a greater on-site capacity is required in agencies providing health and emergency frontline services, laboratory and testing services, border control, or other critical services, a skeleton workforce on-site and the remainder under alternative work arrangements as approved by the head of the agency is required under Alert Level 5.

“The aforementioned issuance is designed to strike a compromise between health concerns and the continued supply of public services, in accordance with the new Alert Level System,” Nograles explained.
