OWWA has encouraged the international community to assist OFW families in Russia as a result of the sanctions.
MANILA, Philippines โ On Friday, a party-list senator said the Overseas Employees Welfare Administration (OWWA) should provide financial assistance to the families of Filipino workers in Russia who may experience cash remittance issues as a result of the country’s harsh international sanctions.
Anakalusugan Rep. Mike Defensor said in a statement that the economic and financial penalties are “extremely likely” to strike Russia’s banking system “quite severely” as a result of its invasion of Ukraine, potentially delaying money transfers for more than 10,000 Filipino workers there.
“We’re banking on the OWWA to reach out to our workers’ families back home in Russia and provide them with temporary financial assistance,” Defensor said.
According to data from the Bangko Sentral ng Pilipinas (BSP), Filipino workers in Russia sent home a total of PHP115.8 million (USD2.3 million) via the banking system in 2021.
According to the Philippine Embassy in Russia, domestic service workers, cleaners, chefs, drivers, and nannies employ 95 percent of Filipinos in Russia, predominantly in Moscow.
“The financial sanctions, in particular, would effectively prevent Russian banks from communicating with practically all major institutions throughout the world,” according to Defensor.
He stated that the Philippine government should be ready to return Filipino employees in Russia who wish to return home.
“The possibility that some of our people in Russia could lose their employment is extremely real, given the estimates that the Russian economy would enter a state of depression as a result of the global sanctions,” he said. We are not concerned about the less than 400 Filipinos in Ukraine because they are being repatriated right now,” he added.
Freedom must be respected.
Meanwhile, presidential contender Ferdinand “Bongbong” Marcos Jr. reversed his previous neutrality and backed the international community in urging Moscow to respect Kyiv’s independence.
“I plead for calm to prevail, for a peaceful end to the ongoing military conflict as I stand united with the rest of the world in calling on Russia to respect Ukraine’s freedom and democratic way of life,” he said in a statement on Friday.
“I endorse the unequivocal respect for human rights and ardently hope that civilian communities and civilian establishments will no longer be targeted,” he continued.
Marcos Jr. previously stated that he does not believe it is necessary to take a stand because “we are not interested save for our nationals.”
