A task group set up by the Department of Education will assist teachers and employees with polling obligations.
MANILA, Philippines โ The Department of Education (DepEd) has formed the DepEd Elections Task Force (ETF) Operation and Monitoring Center to help public school teachers and workers with their responsibilities during the May 9 elections.
One of the Department’s efforts is the ETF, which aims to assist the Commission on Elections (Comelec) in ensuring free, orderly, honest, peaceful, and credible national and municipal elections.
“In the process of performing its duties as members of the Electoral Board, the ETF will guarantee that instructors and workers are supplied with the necessary information, as well as technical and legal aid.” In a news release issued on Friday, DepEd Secretary Leonor Magtolis Briones noted, “This will also act as DepEd’s institutional link to volunteer organizations and individuals.”
Undersecretaries Alain Del Pascua and lawyer Revsee Escobedo were named chair and vice-chair of the DepEd ETF Operations and Monitoring Center, respectively, in DepEd Memorandum No. 10, s. 2022.
From May 8 to 10, from 1 p.m. to 5 p.m., the DepEd ETF will hold central operations in the Bulwagan ng Karunungan of the central office in Pasig City to ensure compliance with orders and instructions related to election duties.
Furthermore, the Department’s regional and schools/city division offices are authorized to establish their ETF Operations and Monitoring Centers on the same timeline.
“The regional directors and superintendents of schools divisions are required to submit a list of five officials/employees who will make up the ETF, along with their designation, position, salary grade, DepEd email address, and contact information,” Pascua stated.
The payment of honoraria to officials and workers who will provide services to the ETFs will be governed by the Commission on Audit’s current rules and regulations, as well as the department’s and budget’s issuing on the subject.
“Payments of overtime pay or compensatory time off to qualified personnel in the central, regional, and schools/city division offices who will make up the DepEd ETF are authorized, subject to the availability of funds and existing auditing rules and regulations, as well as the applicable Civil Service laws,” Pascua added.
Members of the ETF will get nationwide orientations and training on topics such as digital signatures, mobile monitoring application system enhancements and upgrades, Covid-19 protocols, do’s and don’ts before, during, and after the elections, and other election-related concerns.
