The United Nations Security Council has rejected a Russian-drafted resolution on Ukraine.

WASHINGTON, D.C. – The United Nations Security Council unanimously rejected a Russian draft resolution on the humanitarian situation in Ukraine on Wednesday.

Only China and Russia voted in favor of the text, with the remaining 13 chamber members abstaining.

The draft resolution expresses “grave concern about the deteriorating humanitarian situation in and around Ukraine,” highlighting the growing number of internally displaced people and refugees fleeing the Ukrainian conflict.

While the text condemns “all violations of international humanitarian law and human rights,” it makes no attempt to place blame for the war.

Prior to the vote, US envoy to the UN Linda Thomas-Greenfield stated that the draft was an attempt by Russia to “provide cover for its atrocities” in Ukraine.

“It is truly unconscionable that Russia would have the audacity to submit a resolution to the international community requesting assistance in resolving a humanitarian crisis that Russia created,” she said.

“Russia is the aggressor, the attacker, the invader, the sole party in Ukraine, waging a campaign of atrocity against the Ukrainian people, and they want us to pass a resolution that absolves them of responsibility,” she added.

Before the vote, Vassily Nebenzia, Moscow’s permanent representative, signaled that Russia’s resolution was almost certainly doomed to failure, saying “we categorically reject the premise that the council is incapable of adopting a resolution on the Ukrainian humanitarian situation.”

“This is something that UN humanitarian representatives on the ground would be much more interested in than any General Assembly resolution on humanitarian issues,” he said.

He was most likely referring to a pending General Assembly vote on a resolution condemning Russia for the war for the second time. The assembly did so for the first time on March 2.

The new resolution, which could be voted on as early as Wednesday, once again explicitly names Russia as the aggressor and reiterates the Security Council’s demand that the Kremlin immediately halt the offensive.

Russia’s war on Ukraine, which began on February 24, has sparked international outrage, with the European Union, the United States, and the United Kingdom among those imposing severe financial sanctions on Moscow.

According to UN estimates, at least 977 civilians have been killed and 1,594 injured during the war.

According to the UN refugee agency, over 3.6 million people have fled Ukraine to neighboring countries.
