CEBU CITY, Philippines – On Monday, a former cadre of the Communist Party of the Philippines-New People’s Army (CPP-NPA) urged the remaining female members of the communist terrorist group to use the fate of their comrades who were either caught, jailed, or killed in armed encounters as a lesson and a reason to leave the movement.

The National Women’s Month celebration, according to Jeffrey “Ka Eric” Celiz, chairman of Sentrong Alyansa ng Mamamayan para sa Bayan (Sambayanan), is a moment for female cadres to reflect on the CPP-deceptions NPA that jeopardize their future as women.

“And, in this National Women’s Month, what has happened to a number of female NPA members who have been apprehended, imprisoned, and, in the worst-case scenario, killed, may serve as a wake-up call for the remaining victims of communist deception to come to terms with the reality of how they have been used and radicalized in a lost cause, squandering their gifts and opportunities.” He stated, “It’s now or never.”

The arrest of Ramon Patriarca alias “Using,” the deputy secretary and finance officer of Komiteng Rehiyon-Negros, and his two accomplices during a joint military and police operation in Barangay Su-ay, Himamaylan City in southern Negros Occidental, is unsettling, according to Celiz.

He stated what drew his attention was information on Patriarca’s companion, Carmen Jonahville Matarlo, alias “Loisa” or “Avon,” 28, a native of Poblacion, Argao, Cebu, and a University of the Philippines-Cebu cum laude degree in Mass Communications.

Matarlo is vice chairman of the Kabataan Partylist-Cebu Chapter, according to Celiz, and is believed to be a member of the NPA’s Komiteng Rehiyon Negros, Cebu, Bohol, and Siquijor (KR-NCBS).

The arrest of Patriarca and his companions in Negros Island on March 18 is the latest in the government’s efforts in the Visayas to track down communist terrorists engaged in a more than five-decade-long violent conflict, according to the former Iloilo activist.

“What happened could serve as a warning to the remaining members of the communist terrorist group to either return to the folds of law and surrender, or be apprehended and imprisoned, or die in combat.” And, like Ramon Patriarca, no matter how he evaded his earlier rebellion charge, he was apprehended after weaponry and NPA documentation were discovered. “They always get caught, dead or alive, no matter how long it takes,” Celiz explained.

“For someone so young and educated, Matarlo could have embarked on bigger work options or pursued anything she desired,” he said.

Celiz voiced concern about how the two female rebels’ idealism and dynamism, as well as the idealism and dynamism of many others in similar situations, were exploited to incite armed resistance to the government.

The United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines have all designated the CPP-NPA as a terrorist group.

On June 23, 2021, the Anti-Terrorism Council formally recognized the NDF as a terrorist group, identifying it as “an integral and inseparable part” of the CPP-NPA, which was established in April 1973.
