MANILA, Philippines — Just over a month before the May 9 elections, the Commission on Elections (Comelec) is considering allowing its chief, Saidamen Pangarungan, to classify areas under “Comelec control” in order to expedite its preparations.

Commissioner George Erwin Garcia said the subject will be addressed by the Comelec en banc at a Laging Handa briefing on Monday.

He further stated that if Pangarungan is granted the authority to make a decision, the process will be sped up by eliminating the need for a Comelec en banc ruling.

Only the polling body en banc has the power to place specific sections of the country under Comelec administration at the moment.

“If we wait for the weekly Comelec en banc meeting, required actions to prevent violence or escalation of tension in the affected area may be delayed,” Garcia stated.

Any political division, subdivision, unit, or area may be placed under Comelec Control under Comelec Resolution No. 10757 if the peace and order situation in the region threatens the conduct of elections.

Areas that have been previously declared under Comelec control, or incidences of politically-motivated violence involving aspirants/candidates and/or their supporters, must have a history of or current intense rivalry among the contending parties; areas that have been previously declared under Comelec control; or areas that have been previously declared under Comelec control.

The presence of serious armed threats posed by the communist terrorist group (CTG) and/or other threat groups such as the Bangsamoro Islamic Freedom Fighters (BIFF), the Abu Sayyaf Group (ASG), the Maute Group, and other analogous threat groups may also prompt the placement of an area under Comelec control.

The declaration of Comelec Control can be done through a motu proprio, a request, or a direct petition/letter.

The overseas absentee voting period starts on April 10th.

The polling organization also reminded Filipinos living abroad to vote in the overseas absentee voting (OAV) election, which begins this weekend.

“I’m particularly appealing to our fellow citizens living overseas.” Please don’t overlook the 1.6 million people who will vote from outside the United States. This is your opportunity to choose the leaders. It’s for the sake of our children’s children’s children’s children’s children We understand that you may be too preoccupied with your employment to vote in the 2022 elections, or that your employers may not allow it, but we hope you will set aside some of your valuable time to do so,” Garcia said.

Absentee voters from outside the United States will only be able to vote for national posts such as president, vice president, senators, and party-list groupings.

The voting session will run from April 10 to May 9, with the ballots being counted concurrently with those being counted in the Philippines on Election Day.

There are a total of 1,697,090 Filipino voters living outside of the Philippines.

For OAVs, there are two methods of voting: personal and postal. To vote in person, the voter must go to the consulate or embassy of the country or territory in which they are now located.

The ballot for postal voting will be mailed to the registered voter. He or she must return the ballot to the sender, which is the consulate or embassy, after voting.
