PRRD’s OFW Center aims to support the welfare of overseas workers.
MANILA, Philippines โ President Rodrigo Roa Duterte stated on Thursday that the Overseas Filipino Workers (OFW) Center in Las Pinas City, which is planned to be a one-stop center for migrant workers, will assist promote their rights and welfare.
During the groundbreaking ceremony for the OFW Center in Daang Hari, Las Pinas City, Duterte promised that the government will work harder to safeguard the safety and well-being of OFWs.
“The key to obtaining concrete outcomes for programs that promote the welfare and overall development of our unsung heroes is the government’s and its partner’s constructive partnership,” Duterte stated. “This government has remained firm in delivering the finest service it could to our OFWs in acknowledgment of their service and heroism.”
The OFW Center is a 10-story structure that would house government agency satellite offices for OFW documentation and travel needs, as well as legal aid.
The center is a project of the Global Filipino Movement Foundation Inc., a non-profit organization that partners with Christian churches, organizations, and individuals to give free support to overseas workers.
The Global Filipino Movement Foundation was hailed by Duterte for its initiative to support OFWs by building a one-stop store.
“[OFWs] will always play a critical role in our country’s growth,” he stated, “particularly during times of recovery following tumultuous events like the ongoing Covid-19 (coronavirus disease 2019) pandemic.” “I am delighted to join my government colleagues, members of the private sector, and, of course, our overseas Filipinos and their families as we commemorate the inauguration of the OFW Center, a hub dedicated to servicing our OFWs.”
Get rid of the red tape
Recognizing the OFWs’ services to the country, Duterte challenged “stupid” government personnel to reduce bureaucratic red tape in order to speed up the supply of aid to migrant workers.
Duterte has stated that if government employees are inefficient, he will not hesitate to terminate them.
He made the statement after expressing his displeasure with the ongoing delays in government transactions that affect OFWs.
“Lahat ng opisina na kailangan or (To all those in offices) or who may have to intervene in the documents of migrant workers, kailangan nandoon sila,” he said. “Sundin niyo (Follow that) since I still have โ and who knows, maybe I willโฆ I’m about to leave. Dadalhin ko kayong mga p* I niyo paglabas ko ng gobyerno (I will bring you out when I leave the government). Either you do what I say or you don’t. It does not belong to you. It’s all up to me, and I’ll make the decision. It’s the executive department, and I’m the department’s head.”
Duterte signed Republic Act 11641, or “An Act Creating the Department of Migrant Workers (DMW),” on Dec. 31, 2021, to increase coordination among OFW-related agencies.
The new department would operate as a one-stop-shop for both documented and undocumented OFWs, providing services from pre-employment to employment and reintegration.
To avoid any service disruptions, RA 11641 provides for a one-year transition time before the seven existing OFW offices are brought under DMW.
The Office of the Undersecretary for Migrant Workers’ Affairs in the Department of Affairs, the International Labor Affairs Bureau, the National Reintegration Center for OFWs, the National Maritime Polytechnic, the Philippine Overseas Employment Administration, the Office of the Social Welfare Attache, and all Philippine Overseas Labor Offices are among the organizations.
Look up the phrase ‘culture of cruelty.’
Meanwhile, Duterte has ordered that the “culture of cruelty” in countries such as the Middle East and Afghanistan be monitored to guarantee that OFWs are protected at all times.
“Whatever worries there are in the life of a foreign worker,” he said, the government should look into.
“We also continue to support our OFWs who are now confronting incomprehensible challenges in places like Ukraine, the Middle East, and Afghanistan,” he said. “Wala masyado ako sa Ukraine,” says the narrator. ‘Yung (We haven’t kept track of anything related to OFWs in Ukraine.) Take a deeper look at the Middle East, Afghanistan, and other places. It has absolutely nothing to do with the area. It’s the harsh culture in this area.”
