MANILA, Philippines — In accordance with Executive Order (EO) 138, the Department of Social Welfare and Development (DSWD) is in the midst of preparing for the full transfer of responsibility to local government units (LGUs).

The EO, which was signed by President Rodrigo Duterte in June 2021 and went into force this year in conjunction with the Mandanas-Garcia Supreme Court ruling, gave local governments a nearly 40% increase in their share of the national government’s annual tax collections.

Programs like Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), Sustainable Livelihood Program (SLP), Comprehensive Program for Street Children, Assistance to Persons with Disabilities, Assistance to Individuals in Crisis Situation (AICS), and two more welfare services, according to Dumlao, will be fully devolved to the LGUs.

Furthermore, the National Commission on Senior Citizens is in charge of the Social Pension for Indigent Senior Citizens and the Centenarians Act.

Under Republic Act 7160, or the Local Government Code of 1991, the eight programs were first devolved to the LGUs.

These functions will be gradually evolved over the following three years, or until 2024, according to the DSWD Devolution Transition Plan.

The DSWD provides technical assistance and resource augmentation to LGUs in order to help them strengthen their ability to provide social protection and welfare services in advance of the full implementation of EO 138.
