TESDA provides livelihood skills to ‘Balik Probinsya’ beneficiaries.

MANILA, Philippines — The government’s “Balik Probinsya, Bagong Pag-Asa (BP2)” program has just gotten better, with the Technical Education and Skills Development Authority (TESDA) now granting applicants subsidies for vocational courses.

Ships Catering Service National Certificate (NC) III, Cookery NC II, Driving NC II, Massage Therapy NC II, Electronics Products Assembly NC II, Organic Agriculture Production NC II, Electrical Installation and Maintenance NC II, and Shielded Metal Arc Welding NC I are among the courses available to qualified BP2 beneficiaries.

TESDA told the Philippine News Agency (PNA) in a text message during a recent dispatch procedure for BP2 beneficiaries that “the training programs can be availed (of) by the beneficiaries if these are offered by the TTIs (TESDA Technology Institutions) or TVIs (Technical Vocational Institutions) in their areas.”

On May 6, 2020, President Rodrigo Duterte signed Executive Order 114 to formalize the BP2 initiative, which aims to reverse the rural population’s continued migration to Metro Manila and decongest the region by encouraging applicants, particularly informal settlers, to return to their home provinces.

The recipients could use the skills training in the transition to their new lives, according to TESDA, a member of the BP2 Council.

Parida Macmod, 47, was one of the TESDA grantees who received a 30-day animal production course in December 2020.

Macmod lived in Tandang Sora, Quezon City, for ten years until the epidemic rendered her jobless.

She opted to take the BP2 back to her hometown in the Soccsksargen Region.

In an interview, Macmod said, “The ruminant training benefited me and the trainer inspired me to become an entrepreneur.”

She agreed to take the task.

“Until I can (sell) the items, I’m breeding animals for meat and milk production,” she explained.

At the BP2 Depot along Agham Road in Diliman, Quezon City, the National Housing Authority and the Department of Social Welfare and Development verify and evaluate the beneficiaries.

Beneficiaries can also get livelihood beginning kits from the Departments of Trade and Industry and Labor and Employment, as well as poultry animals and farm equipment from the Department of Agriculture’s Fam Diversification Program.

The Department of the Interior and Local Government works with recipient local governments to ensure that beneficiaries are effectively accepted in their new province, while the Department of Education and the Commission on Higher Education oversee the transfer of returning students.

The Balik Probinsya program will be accessible via www.balikprobinsya.nha.gov.ph beginning April 22, after which the current www.balikprobinsya.ph will be decommissioned.
