MANILA, Philippines – UniTeam senatorial candidate Harry Roque has expressed gratitude to President Rodrigo Duterte for backing an alternative faith-based rehabilitation program for young Filipino drug users in the context of the government’s battle against illegal narcotics.

Duterte, according to the former presidential spokesman, recognizes that adolescent drug users are victims of pushers and gangs and need to be properly rehabilitated and reintegrated into society.

Duterte recounted a previous no-holds-barred conversation with Roque on “Oplan Tokhang” during a recent UniTeam campaign rally in Caloocan City.

As a party-list congressman in the 17th Congress, Roque publicly criticized and legally opposed the drug war effort.

Roque is the founder and chair of the Onesimo Foundation, a non-profit organization that helps teenage drug users and out-of-school youth in Manila and Quezon City’s poorest barangays.

He claims he has been aware of the horrible murders done by drug-crazed individuals against their own family and communities since 1996.

The Philippine Drug Enforcement Agency reported that 4,230 children aged four to seventeen were rescued during anti-drug operations between 2016 and 2022.

He also questioned authorities’ alleged use of disproportionate force in the disadvantaged urban populations served by his foundation.

Rather of becoming enraged, Roque claimed Duterte agreed with his idea that the government promotes and devote money to faith-based drug-addicted adolescent rehabilitation.

Roque was a former senator who supported laws aimed at securing Philippine borders in order to prevent illegal drugs from entering the country and to limit demand and improper use of illegal substances.

If elected to the Senate, Roque has pledged to support legislation that will keep the Duterte administration’s anti-crime and drug-control policies in place.

The senatorial candidate plans to introduce legislation to replace the corrupted Philippine Health Insurance Corporation (PhilHealth) with the National Health Service (NHS), which will oversee the implementation of Roque’s Universal Health Care law.

He plans to propose job-creation initiatives to help pandemic-affected workers, as well as a supplemental budget to fund the rehabilitation of typhoon Odette victims.

Roque’s legislative agenda also includes a “three-day judicial hearing” norm, a Victims Compensation Fund for murder victims, “zero hunger” in six years, and universal access to potable water by 2028.
