Escudero advocates deferring barangay elections until 2024.

LEGAZPI CITY, PHILIPPINES โ€“ Sorsogon Governor Francis Escudero stated on Thursday that the government should postpone the December 2022 barangay elections to 2024 so that barangay and local elections can be desynchronized.

“Hindi simpleng postponement lang pero dapat i-desynchronize na sa taon kung saan may local elections, papaburan ko ang postponement ng barangay elections.” Ang aking layunin ay hindi lamang anim na buwan ang pagpapalitan kung hindi sa taong 2024 para hindi sumabay sa halalan ng 2025 In a statement, he added, “My point is not simply six months, but in the year 2024, so that it won’t interfere with the elections in 2025”)

Escudero, who is seeking re-election to the Senate in the May 9 election, has said that if he wins, he will seek a change to the law that will extend the tenure of the new barangay and Sangguniang Kabataan (SK) officials.

Republic Act 9340 mandates that barangay and SK elections be held every three years in the Philippines. However, these are frequently postponed, and officials can end up serving for up to five years.

Three times since 2018, barangay elections have been postponed. The elections for December 2022 should have been held in May 2020.

“Sana sa susunod, kung ipo-postpone din natin ang halalan, habaan na lang natin ang termino, imbes na kada tatlong taon pino-postpone natin,” Escudero remarked. “Ang eleksyon, parang kontrata. Dapat clear sa tao ang pinapasukan na kontrata dun sa opisyal na iboboto nila, kung gaano katagal nga ba sila maninilbihan (Election is like a contract; the people must have a clear perspective of who they will vote for and how long they will serve),”

The governor explained that holding barangay and SK elections in a year with no other elections allows the government to focus on barangay poll preparation and finance.
