MANILA – President Rodrigo R. Duterte has signed a proclamation in favor of the National Power Corporation, reserving “a piece of public property” underlying the Naga Thermal Power Plant Complex in Barangay Colon, Naga City, Cebu (Napocor).

Duterte signed Proclamation No. 1382 on June 2 after the Secretary of the Department of Environment and Natural Resources (DENR) recommended it.

“I, President Rodrigo Roa Duterte, President of the Republic of the Philippines, do hereby withdraw from any sale, disposition, or settlement and reserve a parcel of public domain land underlying the Naga Thermal Power Plant Complex, located in Barangay Colon, City of Naga, Province of Cebu, Island of Cebu, and granting ownership thereof to the National Power Corporation, subject to private rights, if any,” the proclamation read.

According to the declaration, the area is approximately 253,751 square meters.

The decree also stated, “The DENR Secretary is hereby authorized to issue the relevant Special Patent in favor of the National Power Corporation for the Naga Thermal Power Plant Complex site.”

The Naga Power Plant Complex comprises of two thermal power plants (the 52.5-MW Cebu 1 and 56.8-MW Cebu 2 coal-fired units) and a diesel-fired facility (six bunker-C fueled generating units).

In 2018, Aboitiz Power Corporation (AboitizPower), a Cebu-based company, took over the Naga Power Plant Complex, four years after winning the bidding for the state-owned plant.

Because there was no longer a coal plant when AboitizPower took over the facility, the capacity was lowered to 40 MW.

Napocor is a government-owned and controlled business tasked with supplying electricity to the Philippines’ off-grid areas and islands.

It is also responsible for managing the government’s remaining electricity assets in an effective and efficient manner.
