The next admin urged keeping eFOI open to the public.

MANILA, Philippines – Malacanang expressed optimism on Thursday that President-elect Ferdinand “Bongbong” Marcos Jr. will keep the electronic Freedom of Information (eFOI) portal open to the public in order to enhance government openness and accountability.

The introduction of the eFOI website, according to acting deputy presidential spokesperson and Communications Undersecretary Michel Kristian “Kris” Ablan, makes it easier for regular persons to access public papers and information.

Since the opening of the foi.gov.ph website, roughly 100,000 requests for government records have been filed, according to Ablan, who is also the FOI program director.

“So, sa foi.gov.ph, marami pong information na makukuha. So, sana po ipagpatuloy ito ni President Marcos at saka ni Secretary Trixie Cruz-Angeles. We’ve received a number of FOI requests. In an interview with ABS-Teleradyo, CBN’s he remarked, “We hope President-elect Marcos and Press Secretary-designate Trixie Cruz-Angeles would continue its operations).”

On July 23, 2016, President Rodrigo Roa Duterte signed Executive Order (EO) 2, granting public access to official papers and transactions in all executive branch government departments.

By submitting evidence of identity to the applicable state agency or lodging inquiries online through the eFOI website, Filipino people can obtain any information about government transactions and operations.

Requests must be responded to within 15 days by the relevant agency. It may also request a processing time extension of no more than 20 working days to complete the request.

According to Ablan, the eFOI platform now has 558 collaborating government agencies, making it easier for the public to access public documents and information.

“Bumuo tayo ng website, foi.gov.ph, at sinabihan namin sila na utos ng Presidente na dapat lahat sila ay nasa website na iyan,” said the president. Ngayon, ang FOI website ay ang website na may pinakamaraming agencies involved (We developed the foi.gov.ph website, and government agencies are included in accordance with the President’s mandate.) We are now quite pleased of the fact that several agencies are involved in the website’s operations),” he stated.
Ablan said on Tuesday that Duterte’s FOI policy will be critical in establishing transparency and accountability in the Marcos government.

The legislature, courts and local government entities are not covered by Duterte’s EO.

Ablan is hopeful that the new Congress would press for the enactment of the Freedom of Information Act, which would broaden the scope of open government.

The proposed legislation requires agencies from all parts of government to make information on projects and other items of public interest public.

One of the most important aspects of the FOI bill is the construction of a framework for referring and transferring requests to suitable agencies, as well as a records management system.
