Senator advocates for updating the outmoded electoral system

Senator Francis Tolentino believes that the Omnibus Election Code should be revised entirely rather than changed in small or piecemeal ways.

In a news release on Sunday, Tolentino reiterated his support for hybrid elections, saying that while speedy results are desired, and automated transmissions can deliver them, a transparent yet manual counting procedure should still exist side-by-side automation.

Tolentino claims that the terms of the present Omnibus Election Code, established in 1985, are no longer appropriate given the current circumstances.

The disenfranchisement of sailors who are unable to vote because of the nature of their profession is one of the topics, according to Tolentino, that he will look into.

“Yung seaman natin nakasampa sa barko, at post pag nagpunta ka sa port, hindi din makaboto. Is there a port area in Rotterdam, Netherlands? Dumaong ka. Mo’s location is in The Hague. Thus, ang layo Since there is no botohan, mag bibiyahe ka pa. ‘Milyon po’ that is. Undoubtedly, they are in Hong Kong. The seamen from our country are not allowed to cast their votes in any port. For instance, people disembark in Rotterdam, but The Hague is where the polls are located. They are far apart. Millions of people are like that. Perhaps Hong Kong has a similar situation. To vote, Filipinos must travel to embassies, Tolentino added.

The Omnibus Election Code governs all plebiscites, referenda, and elections for public authorities.
