LTFRB is looking at a request for a “spike” fee on PUV fares.

A petition to add “surge” pricing to the prices of public utility buses and traditional and contemporary public utility jeepneys (PUJ) was submitted to the Land Transportation Franchising and Regulatory Board (LTFRB) by groups of public utility vehicle (PUV) drivers and operators (PUB).

The petition was submitted by Pasang Masda, the Alliance of Concerned Transport Organizations (ACTO), and the Alliance of Transport Operators and Drivers Association of the Philippines (ALTODAP), according to a statement released by the LTFRB on Tuesday.

According to the petition, transportation organizations want to raise per-kilometer prices during rush or peak hours. It stated, “Hiling ng transport groups na lagyan ng dagdag-pasahe sa kada kilometrong biyahe.”

It reassured PUV operators and drivers that their petition was being considered and that it was understandable, given the ongoing increase in fuel prices.

However, it stressed that passengers’ woes must also be heard, particularly in light of the recent fare rise.

“Magkakaroon ito ng inflationary effect sa ekonomiya ng bansa, isinasantabi muna ito ng ahensya upang mahimay ang mga puntong inilatag ng transport groups sa naturang petisyon,” it read. “This would be set aside by the agency so that the points made by transport groups in the said petition are parsed.”

According to the statement, the LTFRB is looking into the petition and other policies to ensure the safety of PUV operators, drivers, and passengers.

The three transportation organizations are requesting in the petition a PHP1 surge charge for each passenger of both contemporary and conventional PUJs and a PHP2 surge charge for each passenger of PUBs.

It requested that the surge pricing is in effect from 5 to 8 a.m. and 5 to 8 p.m.

This comes after the LTFRB had approved an increase in per-kilometer fees beginning on October 3 and a minimum fare of PHP12 for traditional PUJs and PHP14 for modern PUJs.

A price rise for PUBs, taxis and transport network vehicle services was also approved (TNVS).
