Voter registration will resume on December 9 and last through January 31 of the following year.
Beginning in the second week of December, voters can continue to register locally and abroad, including those who want to switch from an overseas to a local registration.
According to a statement released by Comelec on Thursday, the poll body’s en banc meeting on Wednesday approved the voter registration period.
The deadline for applications to register to vote locally is January 31, 2023, he added. “Simultaneous restart of the system of ongoing voter registration for local and overseas on Dec. 9, 2022.”
The poll authority representative also advised anyone who wanted to register that they had to go to the Office of the Election Officer (OEO) or any satellite registration station with jurisdiction over their address to submit the necessary documentation and have their biometric data taken.
A properly completed application form and competent identification, as permitted by the Comelec, or the relevant identification affidavit sworn under the law, must also be presented by applicants.
Additionally, he emphasized that all registration sites would carefully enforce minimal public health requirements.
Meanwhile, Laudiangco pointed out that the commission also authorized the Register Anywhere Project (RAP) pilot testing, which would first be held in five chosen malls/satellite registration sites in the National Capital Region (NCR).
From December 10, 2022 to January 29, 2023, the RAP will be held every Saturday and Sunday (except Dec. 24, 25 and 31, 2022, and Jan. 1, 2023).
Even if they live in another city or municipality, applicants may go to the RAP booths of the chosen Metro Manila malls to submit the necessary paperwork, take their oaths, and have their biometric data taken.
The receiving RAP teams must then sign and send the provided documents and biometric data to the OEO of the district, city, or municipality having jurisdiction over the applicant’s domicile for the necessary verification, publishing, and hearing before the Election Registration Board (ERB).
According to Laudiangco, this effort aims to make voter registration more accessible, practical, and “citizen-centric.”
The Commission ultimately intends to implement the RAP nationwide based on the lessons to be learned, challenges to be faced, and hurdles in the NCR Pilot Testing, the Comelec spokesperson continued. “Please note that the Commission, in its inherent power extends the period for registration beyond Jan. 31, 2023.
The Barangay and Sangguniang Kabataan Elections (BSKE) in 2023 will require abroad voters to transfer their registration information to local records.
The OEO in the location where they intend to vote must receive applications from overseas voters no later than January 31, 2023.
