During Dinagyang, the PNP will implement signal jamming and a firearms ban.
As part of its security preparations, the Philippine National Police (PNP) would impose a modified signal jamming during the main Iloilo Dinagyang Festival festivities rather than enacting a complete city lockdown.
“We have sent in our request for the Iloilo City signal shutdown, but it is a modified plan. Lt. Col. Rene Obregon Jr., head of the Iloilo City Police Office (ICPO) Operations and Management Unit, stated in a press conference on Tuesday that it will only affect regions where there are significant events rather than the entire city.
On January 21 and 22, it will specifically encompass the districts around Plaza Libertad, Freedom Grandstand, Plazoleta Gay, the provincial capital, Delgado and Quezon-Ledesma streets, as well as the central market and University of Iloilo – PHINMA.
The Kasadyahan sa Kabanwahanan and Grand Religious Sadsad on January 21, the Dagyang sa Barangay Tribes Competition on January 22, and a cuisine festival, among other events, will take place in these places.
On January 21 from 6 p.m. to 9 p.m., there will be a signal jamming at the Mandurriao district for the ILOmination tribes competition and floats parade of lights.
From January 13 through January 23, a gun ban will be in effect in addition to signal jamming, and only uniformed employees will be permitted to carry weapons.
The border control, where checkpoint activities will be conducted outside and in between the municipalities of Oton, Pavia, and Leganes, will already be established as of Friday (Jan. 13), he stated.
More than 6,000 members of the PNP, Philippine Army, Bureau of Jail Management and Penology, Bureau of Fire Protection, Public Safety and Transportation Management Office, and Reserved Officers Training Corps from colleges and universities in Iloilo will be manning the festival’s security preparations.
According to Obregon, the regional headquarters will send more than 2,000 employees, some of whom are already in Kalibo, Aklan for the Ati-atihan Festival.
By next week’s send-off event, where the PNP will showcase its other resources and other logistical skills for security objectives, the full force will be accurately enumerated.
The number of serious occurrences during the event has decreased from 2016 to 2020, he continued, and they wanted to have none this year.
“Everyone who will visit the Dinagyang Festival in 2023 is asked to help us. Let’s refrain from playing practical jokes on people to stir up trouble and stop stampedes, the operations officer said.
