A historic single ticketing system is approved by MMC.
The Metro Manila Council (MMC) meeting, which was held on Wednesday at the new Metropolitan Manila Development Authority (MMDA) office in Pasig City, saw the mayors of Metro Manila endorse the introduction of the single ticketing system.
The Metro Manila Traffic Code of 2023, which enables connection across governmental entities involved in transportation and traffic management in the metropolis with uniform fines and punishments, was established by the mayors and implements the single ticketing system.
The one ticketing system would be convenient for drivers since it would allow them to pay for their moving offenses wherever they are, regardless of the city where they were stopped.
The Land Transportation Office and municipal councils will also receive standardized fines and penalties for adoption.
According to a news release from the MMDA, the unified ticketing system will make it easier for motorists to be stopped because they may now make payments for their traffic-related infractions wherever they are, regardless of where they were stopped.
After more than twenty years, Metro Manila is finally implementing the single ticketing system, which will greatly benefit our motorists. This is a historic time for all of us, he remarked.
“Our motoring public would have fewer uncertainty thanks to the single ticketing system and the possibility to make their fine payments online. Additionally, the driver’s license won’t be taken away during the arrest “Added he.
The single ticketing system “would integrate the existing national and local regulations on traffic enforcement to establish effective transport and traffic management in Metro Manila,” according to MMDA Resolution No. 23-02.
Its acceptance and adoption will also aid in addressing various arresting practices, fine payments, license and plate redemption, as well as the inconsistent application of traffic regulations that confuse drivers and cost money and productive time.
Francis Zamora, president of the MMC and mayor of San Juan City, announced that the single ticketing system would go into force during the first quarter of 2023.
To fully implement the single ticketing system, he stated, “the Metro Manila LGUs (local government units) will have to enact their individual ordinances adopting the Metro Manila Traffic Code 2023 on or before March 15.”
The most frequent traffic infractions that will be punished uniformly across all Metro Manila local government units are stated in the Metro Manila Traffic Code of 2023, which will serve as the system’s manual:
ignore traffic signals
Unlawful parking (attended and unattended)
UVVRP number coding
No trucks
No light trucks
Unsafe Driving
car not registered
driving unauthorized
prohibition on bicycles
Obstruction
etiquette for motorcycle riding
Overloading
Accessories for motorcycles that are broken
Unapproved alteration
arrogance/disrespectful behavior (driver)
No Loading or Unloading in Restricted Areas
unauthorized counterflow
Overspeeding
Particular Laws:
The 1999 Seat Belt Use Act
Children’s Motor Vehicle Safety Act
An act requiring the use of motorcycle helmets
Children’s Motorcycle Safety Act
Act against Distracted Driving
Act against Drunk and Drugged Driving
The Land Transportation Management System of the LTO is another need that is covered by the MMTC (LTMS).
It was also decided at the meeting that the MMDA would pay for the hardware and IT requirements necessary for the LGU’s integration with the LTMS to be implemented smoothly and simultaneously.
In addition, the LGUs will pass separate laws for traffic-related offenses not covered by the traffic code and standardize sanctions for the identified common traffic offenses.
