The Commission on Human Rights (CHR) has urged local government units (LGUs) to pass ordinances that protect individuals from discrimination and ensure equal rights for all. The CHR commended the city government of Muntinlupa for enacting City Ordinance No. 2023-077, also known as the Respeto sa Kapwa Muntinlupeño ordinance. This ordinance aims to penalize those who engage in unwanted sexual remarks and actions in public spaces.

With the goal of combatting all forms of harassment and discrimination, particularly against women and members of the LGBTQI community, the ordinance seeks to hold offenders accountable for explicit and implicit homophobic, misogynistic, and sexist comments against the citizens of Muntinlupa, according to the CHR’s statement.

Violators will face the consequences outlined in Republic Act 11313, also known as the Safe Spaces Act. The CHR emphasized that despite progress, overt harassment and discriminatory acts continue to persist in both online and real-life settings in the Philippines. The country has witnessed numerous cases of harassment based on gender identity, ranging from workplace disadvantages and microaggressions to violence and even death.

The CHR highlighted that the Muntinlupa ordinance aligns with principles advocated by international conventions, including the International Labour Organization Convention No. 190 on Violence and Harassment, the United Nations Convention on the Elimination of All Forms of Discrimination against Women, and the Yogyakarta Principles. By taking a proactive stance, Muntinlupa aims to create safer spaces for vulnerable minorities.

The CHR expressed hope that the growing support and initiatives at the local level will help generate momentum for the passage of the Sexual Orientation, Gender Identity, Gender Expression, or Sex Characteristics (SOGIESC) equality bill, underscoring the urgent need for its implementation.
