Senator Sherwin Gatchalian suggested that local government units (LGUs) should play a significant role in early childhood care and development (ECCD) programs. Given their existing facilities and resources, LGUs are better positioned to implement these programs. The senator emphasized that if LGUs are unable to fulfill their mandates, they must be held accountable.

Gatchalian stressed the importance of the ECCD system in identifying and supporting children, their parents, or guardians, as well as creating positions for child development workers and teachers. He highlighted that the quality of ECCD services relies heavily on the financial and budget framework, resources, and political will of the LGUs.

According to the Philippine Statistics Authority, there will be an estimated 11.1 million children aged 0 to 4 by July.

Gatchalian has urged the ECCD Council to submit its proposed reforms for improving governance and the operational structure of the National ECCD System to the Second Congressional Commission on Education (EDCOM II).

To address the challenges facing the implementation of ECCD programs, Gatchalian has already filed the Basic Education and Early Childhood Education Alignment Act. This legislation also aims to establish ECCD divisions in cities and municipalities, which will be under the administrative supervision of the mayor.

By actively involving LGUs and implementing necessary reforms, Gatchalian aims to achieve universal coverage and ensure the availability of high-quality child development teachers and workers in the country.
