Corn harvests in 2021 will be at an all-time high for PH.

In 2021, the country’s national palay (paddy rice) and corn output reached record levels of 19.96 million metric tons (MMT) and 8.3 MMT, respectively, thanks to a larger budget, targeted plans, and interventions, and diligent farmers and industry partners.

“Under the Duterte administration, these palay and corn output levels are the highest in the country’s history.” Agriculture Secretary William Dar said in a news release on Thursday, “Thanks to our sustained strong relationship with organized farmers’ groups, local government units (LGUs), the private sector, other institutions, and rice and corn industry stakeholders.”

Despite the Covid-19 pandemic, community lockdowns and logistical delays, and unfavorable weather conditions, palay output was 3.4 percent higher than the 19.29 MMT in 2020, and corn yield was 2.2 percent greater than two years ago, he said.

More resources were poured into rice and corn programs, palay purchases, and irrigation services, resulting in record harvests.

The national rice program (NRP) and rice resiliency project (RRP) will each receive PHP15 billion; the Rice Competitiveness Enhancement Fund (RCEF) will receive PHP10 billion; the National Food Authority (NFA) will receive PHP7 billion, and the National Irrigation Administration will receive PHP30 billion (NIA). Last year, the DA spent P1.5 billion on the corn initiative.

“The country’s rice and corn farmers were able to deliver record-breaking performance thanks to better technology, modern high-yielding seeds, farm machinery and equipment, training, credit, and marketing,” said Dionisio Alvindia, director of the DA’s Philippine Integrated Rice Program (PIRP), which oversees the NRP, RRP, and RCEF.

According to Alvindia, based on a survey of farmers and monitoring by the DA’s Philippine Rice Research Institute (PhilRice), the following are major achievements under the RCEF program, which is in its third year of implementation (sad)

*For the dry season 2019 and 2021, palay seeding rate decreased by one-third or 33%, from 96 kilograms (kg) per hectare (ha) to 64 kg/ha; *Average yield increased by 15% or 560 kg/ha, from 3.65 metric tons (MT) per hectare (ha) in 2019 to 4.22 MT/ha in 2021; and *Cost of production (COP) decreased due to lower seed costs and increased productivity, and farmers earned an additional gross

According to DA Hybrid Program Director Frisco Malabanan, farmers who plant hybrid rice achieve higher average yields and income per hectare.

He claimed that hybrid rice farmers in Nueva Ecija had the greatest average yields, with 7.6 mt/ha in the dry season and 5.75 mt/ha in the wet season of 2021.

Malabanan stated hybrid rice cultivation is now popular and focused in 14 other provinces, including Ilocos Norte, Pangasinan, Cagayan Valley, Isabela, Tarlac, Occidental Mindoro, Oriental Mindoro, Palawan, Camarines Sur, Iloilo, Leyte, Bukidnon, Cotabato, and Sultan Kudarat.

Since 2019, hybrid rice has been planted on 1.1 million hectares, accounting for around 26% of total palay production.

According to DA-PhilRice data, the current average cost of production (COP) of palay is PHP12/kg, whereas the COP of hybrid rice is only PHP7-PHP8/kg, according to Malabanan.
