Lawmakers must have the knowledge and the ability to persuade others: Roque

MANILA, Philippines โ€“ UniTeam senatorial candidate Harry Roque is urging Filipino voters to vote for politicians who know the law and can work together in a collegial body.

“A combination of knowledge power and persuasive prowess to successfully pass a bill of national significance,” Roque summarized.

“I encourage the people to vote for legislators who have shown a great understanding of how Philippine laws and jurisprudence work to achieve the national interest,” Roque said in a statement released Tuesday.

Voters should vote for a candidate who promotes consensus-building, which is required to pass a proposed bill or resolution in the Senate or House of Representatives, according to the former UP law professor.

โ€œThe Congress is the top policy-making body in our land. We need lawmakers who are knowledgeable about legislative processes as well as domestic and international legislation, according to Roque.

He claimed that legislators would be unable to carry out their duties successfully if they did not understand how the law operates in order to promote the greater good and gain consensus among their peers.

“I urge the public to weigh in on a candidate’s ability to enact legislation that will benefit them the greatest,” Roque stated. “They should examine their political platform and positions throughout time.”

If he wins a Senate seat in May, Roque has promised to fight for the “zero hunger” law, the right to drinkable water, the “three-day court hearing” norm, low-cost power, and greater health coverage for all.

He also recommended aspiring legislators pursue education in public administration and government management in order to develop legislation that is truly responsive to the needs and ambitions of their citizens.

Roque, a former member of the Lower House, sponsored ten bills that President Duterte signed into law. Within 18 months in Congress, he filed a total of 220 measures with a national scope.

The Universal Health Care Act, free irrigation for farmers, the National AIDS Act, free wi-fi in public places, free school lunch for schoolchildren, and free tuition for state university and college students were all written by Roque.

He also wrote the Balik-Scientist program, the National Mental Health Policy Act, the National Cancer Control Act, the Energy Efficiency and Conservation Act, and the National Competitiveness of Micro, Small, and Medium Enterprises Act (MSMEs).
