MANILA, Philippines — The Philippines will be the first Southeast Asian country to access the internet via satellite technology developed by Elon Musk, the world’s richest man, whose company, Space Exploration Technologies Corp. (SpaceX), is currently registering its operations in the country.

Secretary of the Department of Trade and Industry (DTI) Ramon Lopez said in a Viber message to trade reporters on Thursday that SpaceX is likely to formally open its operations here in the last three months of the Duterte administration.

Lopez met with Rebecca Hunter, SpaceX’s senior manager of government affairs, and Ryan Goodnight, SpaceX’s director of market access, on Wednesday.

“As all of SpaceX’s technology are proprietary, they (SpaceX) indicated that the signing of the modified Public Service Act (PSA), which enables up to 100 percent foreign ownership of public services in the country, was a crucial component in the company’s choice to invest,” the DTI said in a statement.

The company’s initial investments are being finalized here, according to the DTI chief, but gateway sites are already being selected.

SpaceX’s Low Earth Orbit (LEO) satellite network constellation, Starlink, will deliver internet services in the country, with over 1,600 satellites as of the middle of 2021.

“Their system will both supplement and augment existing broadband capacities.” This would help micro, small, and medium-sized businesses (MSMEs) grow, as well as support online learning, e-commerce, and finance,” Lopez stated.

He went on to say that having satellite internet services in the country will aid development in rural areas where internet connectivity is limited.

The Board of Investments (BOI) has also promised to make SpaceX’s application for registration under the Strategic Investment Priority Plan as simple as possible.
