Some private hospital employees have yet to receive Covid pay: PHAPI

MANILA, Philippines — Dr. Jose Rene de Grano, president of the Private Hospitals Association of the Philippines, claimed on Tuesday that healthcare employees in certain private hospitals had not received their ‘One Covid’ allowance.

De Grano revealed in a televised interview that there are healthcare professionals from private hospitals who are still waiting for benefits and that nearly half of them have left their professions in search of work abroad.

“Na-release na ‘yan ng DBM [Department of Budget and Management], na-release na ‘yan ng DBM [Department of Budget and Management], na-release na ‘yan ng DBM [ (Supposedly, the DBM has already disclosed that.) Nagtataka po kami hanggang ngayon ‘di pa rin nare-receive ng different hospitals natin. We’re curious as to why the various hospitals haven’t received it),” he explained.

The DBM has already provided PHP7.9 billion for the allowance of healthcare personnel who have worked as front-line responders to the country’s coronavirus disease 2019 (Covid-19) response, according to the Palace.

The Department of Health said in a Viber message to the media that it welcomes closer coordination with all hospitals, including PHAPI members, to ensure that the ‘One Covid’ allowance is distributed quickly to worthy healthcare workers.

In order for the DOH Centers for Health Development (CHD) to transfer funds to private hospitals, the agency claimed rules and regulations require a memorandum of arrangement (MOA) and full accounting or liquidation of any monies previously supplied.

The notification read, “DOH CHDs encourage the submission of names of private hospitals experiencing challenges so that the issues can be handled swiftly.”

On May 25, the Department of Health said that PHP403 million had been awarded to 266 medical establishments and was “ready to go.”

However, due to a lack of filed documentation, including the signed MOA and liquidation report from previously transferred monies to the health facility, the allocation is “waiting and for issuance of the check.”
