Senator calls for a single, consolidated death register.

On Wednesday, Senator Jinggoy Estrada called for the consolidation of death data through an electronic system that may address the widespread fraud on insurance benefits and death claims.

According to Estrada, the bill, which will create the Philippine Death Check (PDC) Register, a centralized electronic database containing mortality data registered with the Local Civil Registrar (LCR), may also provide a solution to the recurring problem of “ghost” voters that corrupt politicians typically use during election season.

The management of the PDC Register and the detection and prevention of identity theft of the deceased will be the responsibilities of the Philippine Statistics Authority under the plan.

“Sa maraming pagkakataon ay napatunayan sa maraming imbestigasyon na nagagamit ang pangalan ng mga yumao na sa mga bogus payment claims, dayaan sa halalan at iba’t ibang uri ng panloloko. It has been established through prior Senate investigations that identities of deceased individuals are exploited in false payment claims, electoral fraud, and other types of fraud. We should finally find a solution to this issue, Estrada stated in a statement.

He referenced the multi-billion-peso fraudulent Philippine Insurance Corp. (PhilHealth) claims made by a dialysis facility that was discovered in 2019.

He claimed the money was meant for the underprivileged who actually needed medical aid but instead ended up in the hands of private dialysis facility owners.

This “ghost dialysis” operation, which involved submitting claims to PhilHealth on behalf of patients who had passed away, exposed the bureaucracy’s flaws and gave rise to tighter anti-fraud measures.

When a person’s death is reported to the LCR, according to Estrada, the PDC Register Electronic System receives the information right away.

However, he gave the assurance that the bill will include safeguards to guarantee the data’s security and integrity.

The senator also stated his opinion that creating a centralized registry of the deceased could assist in cleaning up the list of registered voters that is used by dishonest people during elections.

The PSA must give PhilHealth, the Commission on Elections, the Government Service Insurance System, the Social Security System, Home Development Mutual Fund, and the Philippine Veterans Affairs Office immediate access to information in order to create an effective, integrated, and centralized online death verification system. The PSA must also strictly adhere to the Data Privacy Act of 2012 regarding strict compliance with the process.

Once implemented into law, persons found guilty of an intentional breach of information will face fines ranging from PHP500,000 to PHP4,000,000 and sentences ranging from three to six years in prison.
