At COP27 in Egypt, PH will join the demand for a climate change agreement.

In preparation for the opening of the 27th Conference of the Parties (COP27) to the United Nations Framework Convention on Climate Change in Sharm el-Sheikh City on Sunday, the Philippine government vowed to assist the host nation Egypt in its efforts to rekindle global agreement on the climate crisis.

The Philippine delegation is led by Environment Secretary Maria Antonia Yulo-Loyzaga during the meeting scheduled for November 6–18.

According to Loyzaga, the Philippines would keep urging developed nations to live up to their promises and “perform promptly on their commitments on climate finance, technology transfer, and capacity building.”

The summit is expected to pave the way for “open, accessible, predictable, and efficient climate funding,” according to the Philippines.

The developing nations, which barely emit any greenhouse gas emissions, suffer the most and continue to bear the brunt of the negative effects of climate change, she said. “The Philippine delegation will assert the country’s call for bolder climate action and demand the delivery of what is due for the developing countries,” she said.

She emphasized that efforts to promote economic growth have been hampered by the increasing severity and frequency of climate and weather-related dangers, as demonstrated by the damage caused by tropical cyclone Paeng the week before.

The Philippine delegation “stands ready to work with other countries and stakeholders and support Egypt’s efforts to galvanize and revitalize international consensus and political will in addressing the most urgent scourge that threatens the very existence of humanity as we know it,” she said. “Against this backdrop and guided by the current administration’s policies and priorities on climate change,” she added

Finance for climate adaptation

According to Loyzaga, the nation expects to contribute primarily to the workstreams addressing adaptation, climate financing, loss and damage, and Article 6 of the Paris Agreement.

She declared, “The Philippines would not only defend its interests but also carry on what it started.

The pact’s Article 6 permits states to voluntarily work together to meet emission reduction goals.

On the other side, loss and damage refer to the negative effects of climate change that cannot be prevented by mitigation and adaptation, including, but not limited to, extreme weather events, sea level rise, and glacier retreats.

According to her, the Philippines supports the operationalization and funding of the Santiago Network on Loss and Damage, which would offer technical assistance to poor nations.

“The Philippine delegation will continue to defend and safeguard the nation’s interest in climate change negotiations in the days to come,” said Loyzaga. “We will make sure that we receive the required support and assistance as a country susceptible to climate change.”

As COP27’s host nation, Egypt wants to turn the gathering into an “implementation COP” by pushing for compliance with all previous climate change agreements.

The Philippine delegation to Egypt is made up of representatives and negotiators from the House of Representatives, the Department of Environment and Natural Resources, the Climate Change Commission, the Departments of Finance, Foreign Affairs, Agriculture, and Energy, as well as advisors from academic and nongovernmental organizations.

Simon Stiell, executive secretary of UN Climate Change, stated in a statement that “COP27 is the moment where global leaders can regain momentum on climate change, make the necessary pivot from negotiations to implementation, and get moving on the massive transformation that must take place throughout all sectors of society to address the climate emergency.” (PNA)
