Farmers are able to purchase enough urea using DA’s fertilizer vouchers.
To ensure the timely availability of the necessary fertilizer for rice production, more fertilizer discount vouchers will shortly be provided to farmer recipients.
Malacanang stated in a news release on Sunday that the Department of Agriculture (DA) updated the instructions for carrying out a fertilizer discount voucher project under the National Rice Program.
Except for the National Capital Region (NCR) and the Bangsamoro Autonomous Region in Muslim Mindanao, regions planted with inbred and hybrid rice seeds are covered under Memorandum Order 65’s fertilizer discount coupon (BARMM).
The purpose of the fertilizer discount coupon is to protect food security from any potential effects of underapplying urea fertilizer on the palay crop.
“The DA shall issue to eligible beneficiaries fertilizer vouchers to be utilized in the purchase of urea fertilizers. The decree stated that using fertilizer vouchers gave farmers with less money an alternative way to purchase the recommended amount of urea for their rice fields.
“A supplemental fund drawn from an unprogrammed regular agency resource, above and beyond the 2022 General Appropriations Act (GAA) budget, has been granted to enable rice farmers to meet the recommended urea fertilizer levels, thereby safeguarding the nation’s rice production. Beneficiaries may use this fund to receive a discount on the retail cost of urea fertilizers, it continued.
In addition to the rice program’s distribution of inbred and hybrid seed, the DA stated that the amount or fund source is divided by the number of hectares to be served under the project to establish the voucher value per cropping season.
The execution of the 2022 Wet Season is funded by the 2022 GAA, whereas the implementation of the 2022–2023 Dry Season is funded by the 2022 GAA and unprogrammed monies.
The farmer-beneficiaries will use the fertilizer vouchers to make claims for inorganic fertilizers, organic fertilizers, foliar fertilizers, biological fertilizers, or biological stimulants at authorized merchants for cropping during the 2022 Wet Season.
The value of the discount coupon will be PHP1,131 for inbred animals and PHP2,262 for hybrid animals per acre.
The project’s goals are to make it possible for rice farmers to use additional urea fertilizer to meet their production needs for the Dry Season 2022–2023; to lessen the effects of the projected decline in production due to low urea fertilizer usage; to achieve the target yield of 4.22 metric tons per hectare of palay for 2023, and to stabilize the country’s rice supply situation despite difficulties with the cost of commercial fertilizers.
According to the DA, discount coupons are only valid for one time and may be redeemed at any authorized fertilizer retailer in the beneficiary farmers’ preferred location.
For the 2022–2023 Dry Cropping Season, the discount voucher value will be calculated based on the acreage of the rice farm.
According to information from the Fertilizer and Pesticide Authority, the average cost of urea (prilled) per 50-kilogram bag from October 24 to October 28 is PHP2,523 and PHP2,490 for urea (granular).
