EO on unused land to be issued soon to support PBBM’s housing program: DHSUD

The Pambansang Pabahay para sa Pilipino Program is expected to receive a significant boost as a result of talks of an upcoming executive order (EO), which the Department of Human Settlements and Urban Development (DHSUD) is excited about.

The EO, which was formerly issued by President Ferdinand R. Marcos Jr., will reserve government idle lands for housing, which is essential to the success of the program.

The DHSUD, Department of Agriculture, Department of Environment and Natural Resources, and Department of the Interior and Local Government are specifically required to conduct an inventory and identify state-owned idle lands, estimated to be 16,000 hectares, that are suitable for socialized housing and rural development projects. Marcos is expected to sign an EO requiring these agencies to do so.

“On behalf of DHSUD, I’m thrilled that President Marcos will soon sign an executive order that will help Filipinos realize their dream of owning a home, “In a press statement on Sunday, Acuzar stated.

“Such a directive will undoubtedly support our initiatives to construct homes and create secure communities across the nation, the official continued.

The EO will effectively enforce Section 24 of the Republic Act (RA) 11201, which specifies that land held by non-government corporations and idle for more than 10 years will be given priority for housing and urban development projects.

The DHSUD was established by RA 11201 in 2019.

“Since land is a key element of the President’s Pambansang Pabahay para sa Pilipino Program (National Housing Program for Filipinos), this EO would undoubtedly propel the program to success. The morale and standard of living of the Filipino family will thus be greatly improved, according to Acuzar.

According to him, DHSUD has identified housing sites that are suitable for human settlements in key areas around the nation.

These include government-owned sites with the potential for housing and land development.

The usage of public lands will benefit the housing program since it could lower the cost of the housing units, according to DHSUD spokesperson and Assistant Secretary Avelino Tolentino III.

“We’ve already compiled a list of all the land that exists, working with local government organizations. We are also making ongoing efforts to determine which areas are owned by federal government agencies. Let’s merge those lists, but we’ve already identified several potential areas for priority development to kick-start our implementation,” Tolentino stated.

Acuzar had stated that the scheme would give priority to urban housing developments to ensure that residents would have access to sources of income.

He continued by saying that DHSUD is striving to keep informal settler families who are already employed and living in cities close to their place of residence because, in his experience, prior public housing initiatives have failed because families won’t move outside of urban areas.

Marcos is scheduled to meet with financial institutions that can provide the DHSUD with funds, according to the Office of the Press Secretary.

In the past, Acuzar has enlisted the aid of financial institutions and other private sector players to hasten land development.

The DHSUD is mandated by President Marcos’ Pambansang Pabahay para Pilipino Program to construct one million homes annually, or six million homes, before the end of his presidency.
