The new LTO leader promises to use technology to combat corruption.

Assistant Secretary Jose Arturo “Jay Art” Tugade, the newly appointed head of the Land Transportation Office (LTO), has vowed to “completely digitalize” the LTO’s services in order to purge the organization of corruption.

Tugade claimed in a statement on Wednesday that the use of contemporary technology can stop corruption, particularly in the processing of paperwork like vehicle registration and driver’s license applications.

In order to create a fully digitalized, transparent, and uncorrupt LTO of the future, he added, “I shall continue to travel the route put down by [past LTO chief] Assistant Secretary Teofilo Guadiz III.”

Intensifying the LTO’s campaign for road safety under the “Philippine Road Safety Plan” put in place by the Department of Transportation is one of the incoming LTO chief’s other priorities (DOTr).

In addition to motorists, he added, “We need roadways that are safe for pedestrians and the entire public, especially our youngsters.”

In addition, he expressed gratitude to President Ferdinand R. Marcos Jr. for the appointment and urged LTO staff to “provide greater customer experience” every day at all of their nationwide central, regional, and district offices.

Guadiz, on the other hand, expressed optimism that Tugade will continue his initiatives, particularly in setting up LTO’s own information technology (IT) system run exclusively by their IT staff.

In his words, “I pass on the dream of an LTO that looks after its employees, an IT system that is sensitive to the demands of the public, and someday, we can claim to everyone that I am an LTO employee free from corruption.”

Only a few weeks after being hired as the Manila International Airport Authority’s acting general manager, Tugade was named the next head of the LTO on Monday (MIAA).

DOTr Secretary Jaime Bautista claimed in an interview that Tugade discussed ways to “better serve” the DOTr shortly after his prior appointment and came to the conclusion that he was the most qualified candidate for the LTO.
