Baguio will adhere to the CAAP buffer zone rule at the airport in Loakan.

Following the restoration of commercial flights on December 16, the municipal government would adhere to the Civil Aviation Authority of the Philippines’ (CAAP) decision to impose a 75-meter buffer zone from the runway at the Loakan airport.

“In the end, CAAP’s decision will be the deciding element. CAAP is the deciding body, but the LGU (local government unit) will only approve favorably the community’s desire to negotiate, according to Mayor Benjamin Magalong in a media interview on Wednesday.

In Sitio Pongasan, Loakan proper, a number of residences and even business sectors are located across the runway, necessitating that residents cross the airport runway to go to and from their homes, with jeepney lines loading and unloading close to the airport gate.

Due to the lack of a jeepney line nearby, the access road built next to the airport wall on the side of the Philippine Military Academy (PMA) is hardly ever used.

However, he asserted that CAAP’s primary goal in enforcing the law is to ensure the safety and security of airport operations.

“Security and safety cannot be compromised, please. We cannot compromise on security and safety if it is the case that they are both priorities for us. In particular, we cannot overlook the need of maintaining the 75-meter perimeter. Sometimes, we simply think about safety, but security is more crucial (particularly the requirement to keep a 75-meter distance),” he continued.

According to the local government’s survey, at least 300 homes will be impacted by the clearance of a 75-meter buffer zone from the center of the runway.

“With so many rental homes and buildings, we must maintain the 75 meters as a security precaution. What if a terrorist hijacks a plane, rents a space, and opens fire? said the mayor.

He continued by saying that goods transported by cars can end up on the runway and result in accidents.

In a meeting scheduled for Thursday, Magalong said CAAP and the affected residents will discuss the issue.

Safety and security are top priorities, but until you adequately communicate it to the people, they won’t grasp it, he said.
