LTO urges drivers to refrain from paying off traffic cops

On Thursday, the Land Transportation Office (LTO) issued an appeal to the public warning them against giving bribes to its traffic enforcers and other law enforcement personnel in order to avoid receiving violation citations.

Offering payments to enforcers, according to LTO chief assistant secretary Jose Arturo “Jay Art” Tugade, will only exacerbate their predicament.

A “colorum” van driver was detained by police officials from LTO Region 5 in Sorsogon City while they were performing roadside assistance and inspections as part of “Oplan Ligtas Biyaheng Pasko 2022.”

LTO enforcers Rey Alvin Belgica, Wilfredo Macapagal Jr., Ferdinand Sta. Ana Jr., and Gregory Jim Monforte stopped a Toyota Hiace with the license plate NAC 4647 at Barangay Guinlajo, Sorsogon City, while they were on duty to check its registration and license.

The team found that the car was being used to ferry 17 people from Northern Samar to Cubao in Quezon City, in violation of the “colorum” rule that prohibits providing paid transportation services without a license from the Land Transportation Franchising and Regulatory Board.

When Belgica was going to finish the arrest by issuing a temporary operator’s permit, the driver of the car approached him and placed three PHP1,000 bills under the papers he was holding.

The motorist left Belgica, nevertheless, after realizing he was being captured on a phone camera.

The enforcers apprehended him and took him to the closest Philippine National Police station to be processed.
