Reaffirming support for the Bangsamoro peace and development process
The Bangsamoro Autonomous Region in Muslim Mindanao has received renewed support from the Japan International Cooperation Agency (JICA) for its peace and development initiatives.
JICA President Akihiko Tanaka stated that the peace and development process in Mindanao would be crucial to the prosperity of the Philippines in a media session on Thursday. He also noted that their agency has been helping it for decades.
“The Philippine administration has shown a great commitment to monitor the process of transition,” he remarked, referring to President [Ferdinand Jr.] Marcos. “I was delighted to learn from Chief Ebrahim that the Bangsamoro Development Plan was effectively passed by the parliament yesterday afternoon.”
On Wednesday, Tanaka met with Chief Minister Ahod Ebrahim, Senior Minister Abdulraof Macacua, and Deputy Speaker of the Bangsamoro Transition Authority (BTA) Parliament, Omar Yasser Sema.
The BTA’s efforts to forge “productive relationships” with the federal government and municipal governments were praised by JICA.
It also acknowledged the BTA’s efforts to lay the groundwork for sound governance through the creation of the Revenue Code, Local Government Code, and Electoral Code.
“From my modest perspective, I think the transitioning process is on track, and I’m fairly optimistic that the Bangsamoro Region will have a successful election in 2025,” Tanaka stated.
Tanaka was present for the 2014 signing of the Comprehensive Agreement on the Bangsamoro at Malacaang Palace while serving as president of JICA from 2012 to 2015.
Tanaka said when asked about JICA’s programs outside of fostering peace that they were going to invite the BTA Parliament members to Japan for a study visit.
In order to help the BTA Parliament create a democratic system in the area, he stated, “we think that sharing Japan’s experiences will be of great help.”
Tanaka revealed that although the precise date of Marcos’ visit has not yet been made public, JICA workers are getting ready for it.
The details of what we can confer with the Philippine government, we cannot share at this time, he added. “We might provide him a list of prospective joint activities between the Philippines and Japan for that JICA personnel is presently working very hard.”
JICA is the organization in charge of carrying out Japan’s official development assistance, which includes programs for volunteerism, disaster relief, and technical collaboration.
It is the largest bilateral aid organization in the world, with operations valued at approximately USD16.69 billion for the 2020 fiscal year and a global network of nearly 100 abroad offices, including one in the Philippines.
