The House of Representatives was unable to pass a bill on second reading that would have given agrarian reform beneficiaries (ARB) instant financial aid in the case of a natural disaster to help them cope with their losses.

House Bill 6680, which seeks to lessen the consequences of natural calamities by providing qualifying farmers with complete insurance coverage, was approved by the chamber during Wednesday’s plenary session via voice vote.

According to the Republic Act 9700 modification, all qualifying agrarian reform beneficiaries who are genuinely tilling the land and are defined in RA 10000 of the “Agri-Agra Law” shall receive full insurance coverage.

Farmers who are beneficiaries of crop insurance will be given full coverage if their losses come from typhoons, floods, droughts, earthquakes, or volcanic eruptions.

All qualifying beneficiaries of agricultural reform who have crops destroyed by pathogens, bacteria, fungi, viruses, virus-like pathogens, and other similar alien bodies will also receive full crop insurance coverage.

Additionally, pest infestation brought on by nematodes, insects, mites, spiders, millipedes, centipedes, symphylans, slugs, snails, sow bugs, and pill bugs, as well as parasitic higher plants and other parasites, is a loss that is compensable.

The qualifying agrarian reform beneficiary’s accidental death or injury must likewise be covered.

Palay, corn, sugarcane, high-value crops, coconut, tobacco, aquaculture, livestock, and non-crop agricultural assets are examples of crops that are fully insured.

The Act requires the secretaries of the Departments of Agriculture and Agrarian Reform to incorporate the Act’s implementation into their departments’ programs right away, and the initial funding will be deducted from the General Appropriations Act’s funds allotted to the Philippine Crop Insurance Corporation for the Registry System for Basic Sectors in Agriculture.
